Overview The Technology Programs Manager is responsible for becoming highly familiar with the functional operations and strategies of the business units and internal IT departments, acting as a trusted technology advisor in the planning phase of the enterprise's technology initiatives. Developing Agile Release Trains (ARTs), helping a business unit to defining their operational value stream by advising on an ART's vision, solutions, and capabilities, aligning a program with business sponsors and key stakeholders, communicating status and risks, and working with the development team on the development value stream and project execution. The role assesses the business and technical requirements of the department's needs, considers available technical and non-technical resources and tools, and proposes solutions that are in alignment with overall strategies for cross-platform management and optimization of security, data, and performance. This role will help create requirements, project objectives/milestones, schedules, a "definition of done", and oversee quality control throughout the entire project. Technology Program Manager II Responsibilities

Project Management: Oversee a portfolio of moderate to high complexity projects impacting several business units. Develop and maintain project plans that consider strategic goals, priorities, milestones, time estimates, dependencies, and cross-functional coordination. Manage risks, issues, and dependencies to keep delivery teams on track and ensure resolution plans and status are visible to stakeholders & senior leadership. Develop and execute communication plans to keep stakeholders informed of project status and overall portfolio performance.

Portfolio Management: Implement and maintain program initiatives designed to deliver organizational objectives. Partner with business stakeholders on business case development for new projects within an existing technology program. Collaborate with delivery teams on the planning and development of scope, deliverables, resource plans, work plans, budgets, and schedule for new initiatives. Coordinate cross-project work and resources to ensure project delivery commitments are met. Define and document key requirements needed from cross-functional teams and external vendors. Track project budgets and lead project teams for optimal project ROI. Work with other Business Technology Allignment personnel to identify risks across multiple projects within the department and collaborate on resolution plans. Track project results that lead to the achievement of business goals/customer outcomes and use this information to drive continuous program improvement and delivery of business value.

Vendor/Consultant/Contract Management: Participate in pre-contract/procurement activities by providing IT system and cyber security requirements; support business requirement development; and participate in demos, RFPs, and other evaluation activities. Participate in the contract review process to ensure both IT and business requirements are correctly represented. Partner with the solution provider in the planning and implementation to ensure compliance with contract execution.
