Job Summary:

This position will be strategically positioned to positively influence the Western Region’s growth by leading as a Project Manager while contributing to the organization’s profitability through estimating activities. While onsite, they will be responsible for coordinating all site construction activities and supervising all subcontract personnel, from project kick-off to final completion. They will be empowered to guide site leaders in construction issue resolution, changes in scope, and oversee all activities related to executing contracts all while maintaining an excellent safety policy. Through estimating activities, this person will collaborate with Regional Operations and the Chief Estimator to contribute to the competitive pricing efforts that enhance Ballard’s client base. This individual will get the chance to work closely with clients, engineers, and general contractors to provide value engineering solutions across heavy civil, marine, and underwater disciplines.

This position will travel up to 75% and when not traveling will be based out of one of our regional offices.

    Education:

  • Bachelor’s Degree Construction Management, Construction Engineering Management, Civil or Mechanical Engineering, or related field.

  • OSHA 30 certification preferred.

    Experience:

  • 10+ years’ experience in heavy civil, mechanical, marine, or underwater construction industries.

  • Experience in and advanced knowledge of construction contracts, including general and special terms and conditions.

  • Proven results in claims management and dispute resolution.

  • Experience with Design-Build, EPC, ECI, CMAR, and other alternate procurement.

  • Must have experience with change order recognition and management.

  • Ability to foster relationships with employees at all levels within the organization.

  • Ability to manage multiple small projects concurrently from a regional office, or one single larger project as the on-site Project Manager.

  • Ability to read and interpret construction drawings and specifications.

  • Ability to work under pressure and meet established goals and objectives, often under tight deadline situations, in a dynamic fast-paced work environment.

  • Proficient in a variety of software including CAD, Blue Beam, HCSS HeavyBid, MS Project or P6, and Microsoft Office Suite.

  • Capable of leading and contributing to opportunity pursuits.

  • Must be able to develop the right internal team to provide relevant technical solutions to our clients.

  • Formulation of technical proposals, including technical means and methods, schedules, and pricing.

  • Advanced construction software operating capabilities.

  • Excellent technical writing and verbal skills.

    Responsibilities:

  • Evaluates specifications to plan procedures, starting and completion times, submittal requirements, and staffing requirements for each phase of construction.

  • Assists with Estimating and formulating project estimates/proposals to ensure a quality, accurate and timely submission. This includes working closely with the current team of estimators at both the home office and divisions, marketing and proposal personnel, and PMs to provide turnkey responses to RFPs.

  • Drafts contracts and obtains permits and licenses.

  • Identifies project risks and makes recommendations for mitigation measures.

  • Controls project costs by approving expenditures, administering subcontractor contracts, pre-construction activities, and project turnover.

  • Confers with engineering personnel to control project plans by reviewing design, specifications, and plan and schedule changes.

  • Directs supervisory personnel and subcontractors engaged in planning and executing work procedures, coordinating various phases of construction to prevent delays, and improving construction methods.

  • Mentor and train junior estimators, project engineers and superintendents on Project Controls Best Practices

  • Investigates problems and/or reported incidents; identifies and recommends solutions/alternatives as appropriate.

  • Inspects work in progress to ensure that workmanship conforms to specifications and adherence to construction schedules.

  • Uses appropriate verification techniques to manage project scope, schedule, and cost changes.

  • Maintains and measures project schedule by monitoring project progress, coordinating activities, and resolving problems.

  • Performs site visits, pre-construction activities, and project turnover.

  • Participates in high-risk job oversight protocols. Perform material take-offs, organize pre-bid data, research past costs, and develop construction sequence.

  • Work with Major Projects Group to develop, implement, train, and audit company policies.

  • Responsible for overseeing the work of field engineers, project engineers, general foreman and superintendents.

  • Other duties as assigned.

Physical Demands / Working Environment:

  • Working outdoors in various temperatures and conditions.

  • Wears various PPE (respirators, fall protection, etc.).

  • Will travel on various land, water, and aircraft.

  • Lifting, climbing, pulling, pushing, squatting for various periods of time.

  • Prolonged periods of time sitting at a desk and working on a computer.

  • Ability to travel up to 75% of the year.

    Salary Range:

    · $90k-$120k

    · Pay is commensurate with experience and qualifications.
