The System Director Human Resources is accountable for a significant function across an integrated system wide healthcare delivery model and ambulatory environment that contributes to system-wide initiatives. Has significant budgetary authority and financial responsibility with organizational-wide impact. Manages the design, structure, development and planning issues within scope of direction. Responsible for quality, service and regulatory compliance for areas of responsibility. Responsible for directing the Human Resource function within assigned areas of responsibility. Provides leadership guidance to ensure alignment with overall system and goals and strategy. Leads the implementation and evaluation of HR programs and initiatives within the assigned areas of responsibility. Develops and operationalizes business plans and strategies across all service lines and ensures alignment with organizational goals, vision, mission and values. Supports executives and serves as a member of applicable executive leadership team.

ESSENTIAL FUNCTIONS

  1. Develops, implements, and manages HR programs and initiatives in support and alignment with organizational goals and strategy.

  2. Manages and resolves complex employee and labor relations issues. Supports SVP/CHRO as requested in the resolution of complex executive employee relations matters. Participates in negotiations for local collective bargaining agreements.

  3. Leads and directs HR partnership model within assigned areas of system wide responsibility. Utilizes consulting skills and change management techniques to elevate leadership competency.

  4. Selects, develops, evaluates and leads a team of human resource professionals with a goal of earning a high level of credibility as an effective and responsive internal consulting group.

  5. Implements human resource solutions to human capital problems. Responsible for identifying solutions and designing strategy consistent with overall system vision, strategy and standards.

  6. Collaborates for appropriate outcomes with leadership, Centers of Expertise (COE) which balance caregiver needs, policies, procedures and compliance with regulatory standards and PeaceHealth’s mission and values. Responsible for leading engagement and the effective implementation of tactical operational/resource support from the organization.

  7. Facilitates and supports organizational change within the assigned areas of system wide responsibility. Coordinates change-related culture and caregiver activities across all service lines within the areas of system wide responsibility.

  8. Takes responsibility for ensuring all human resource functions are aligned to meet and support the needs of leaders and caregivers in the assigned areas of system wide responsibility. Provides feedback and input to COEs, reporting performance and needs of team members and caregivers. Insures connections across all areas of HR for planning and alignment within the operating unit.

  9. Develops plans to improve caregiver and provider experience including review of data and best practices.

  10. Performs other duties as assigned.

QUALIFICATIONS

REQUIRED EDUCATION

  • Bachelor's Degree in Business Administration, Human Resources, or related field.

  • Master's Degree or a combination of education and professional experience that provides the caregiver with the requisite knowledge, skills and abilities to successfully perform the job.

REQUIRED EXPERIENCE

  • Minimum of 7 years Human resources leadership experience, preferably in the healthcare industry.

  • Experience working in a shared services environment and working knowledge of organizational development and change management.

REQUIRED CREDENTIALS

  • Certified Professional Human Resources or Certified Senior Professional Human Resources

REQUIRED SKILLS

  • Ability to deliver financial results for areas of accountability.

  • Expertise in organizational development/design and change management.

  • Expertise in employee & labor relations including negotiation skills.

  • Understanding of systems of care and healthcare operations.

  • Mediation and conflict resolution skills.

  • Outstanding interpersonal, verbal and written communication skills and the ability to cultivate relationships, rapport, credibility and partnerships across all levels of the organization.

  • Strong presentation skills and ability to interact with all levels of leadership across the PeaceHealth continuum.

  • Ability to navigate and negotiate objectives and deliverables with a wide range of program constituents and stakeholders.

  • Solid knowledge of regulatory compliance, federal and state laws with a working knowledge of multiple human resource disciplines.

  • Ability to identify, utilize and interpret workforce-related metrics.

  • Advanced skills in MS Office applications (Word, Excel, Outlook, PowerPoint).

  • Proficient in the use of a major HRIS solution. (Preferred)

The salary range for this job opening at PeaceHealth is $188,362 – $243,688. The hiring rate is dependent upon several factors, including but not limited to education, training, work experience, seniority, etc.
