In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. The OpportunityWSDOT has a unique opportunity for a seasoned real estate professional to join the Real Estate Services Office located in Vancouver, WA. The Real Estate Services Manager serves as the Southwest Region's (SWR) subject matter expert for real estate and right of way issues, providing guidance and oversight to ensure region activities comply with both State and Federal laws and regulations, and WSDOT policies and procedures. This position will be responsible for managing all disciplines of the SWR Real Estate Services Office, including property appraisal, property acquisition, property management, relocation, and property title management. What to Expect Among the varied range of responsibilities held within this role, the Real Estate Services Manager will: *Work directly with Project Development, Program Management, Maintenance, and other agency organizations on matters essential to the project delivery, funding, and risk management. *Provide leadership and supervision to region staff in Appraisal, Acquisition, Property Management, Relocation, Title and Local Agency Liaison program supervisors. *Acquire property rights from public and private owners that are needed for construction of highway improvement projects. *Adhere to the legal requirements as stated in the Uniform Relocation Act, Real Property Acquisition Act, Revised Codes of Washington (RCW’s), Washington Administrative Codes (WAC’s) and Code of Federal Regulations (CFR’s) that regulate WSDOT and/or government acquisition and eminent domain proceedings. *Responsible for the development of strategies, both short and long term, necessary to deliver the Region program, including the development of the scope, schedule, and budget for the right of way phases. *Support and promote the implementation of WSDOTs Strategic Plan and the goal areas of Workforce Development, Practical Solutions, and Inclusion. *Manage the necessary staff and assigned budget to ensure the delivery of all real property acquisitions for the region highway construction program in time to meet the milestone dates established in the Capitol Improvement and Preservation Program. *Make critical decisions necessary to insure project delivery and compliance with both State and Federal laws and regulations. *Work directly with region management, HQ’s and FHWA to analyze and develop process improvements and policy changes through participation in work groups and teams. Qualifications To be considered for this opportunity, the following are required: *Knowledge of all aspects of the right of way profession under the agency’s authority under eminent domain. This includes appraisal, title, acquisition, relocation, and property management. *Experience managing, coordinating, empowering, and supporting a functionally diverse staff. *Effective oral and in written communication. *Experience resolving conflicts and working closely and tactfully to resolve issues involving both internal and external customers of the Real Estate organization including federal, state and local government officials as well as the general public and those impacted by WSDOT Real Estate program actions. <
