Bonneville Power Administration Public Utilities Specialist (Program Manager) in Vancouver, Washington

Summary This position is located with Bonneville Power Administration, in Transmission Services, Transmission Marketing and Sales, Commercial Policy and Implementation, Transmission Product Management & Market Analysis (TSBM). A successful candidate in the Public Utilities Specialist (Program Manager) position will serve as an expert on products, including the Generator Interconnection and Integration program; the Point to Point transmission product; Network Integration Transmission Service product. Responsibilities As a Public Utilities Specialist (Program Manager), you will: Lead subject matter expert on Transmission Product Management & Market Analysis (TSBM) major products, including Network Integration Transmission Service (NITS). Serves as agency authority on policy and strategy for Transmission Commercial Activities, including developing recommendations for optimal policies and processes. Leads cross-agency teams to develop recommendations on key policy issues, business practices and procedures. Identifies, defines, and proposes comprehensive recommendations that serve to define or overcome major transmission service issues and leads the development and implementation of new, innovative, or revised systems, Business Practices, and policies for evaluating and/or offering TSBM products. Develops and drives updates to policies in support of BPA's statutory obligations and commercial interests, including the overall T organization's mission. Represents Transmission Marketing and Sales, and BPA in conferences and meetings with other agencies, State and local authorities, private industry, and public groups. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as: serving as an agency authority on policy and strategy for Transmission Commercial Activities, including developing recommendations for optimal policies and processes, and leading cross-agency teams to develop recommendations on key policy issues, business practices and procedures. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There are no specific education requirements or substitution of education for experience for this position.
