Bonneville Power Administration Public Utilities Specialist (Portfolio Management) in Vancouver, Washington

Summary This position is located with Bonneville Power Administration, in Transmission Services, Transmission Engineering and Technical Services, Project Management Office, Portfolio Execution & Strategy (TEPE). A successful candidate in the Public Utilities Specialist (Portfolio Management) position serves as a senior analyst and technical lead responsible for administrative analytical and evaluative work related to the execution and oversight of Capital portfolio-level projects. Responsibilities As a Public Utilities Specialist (Portfolio Management) you will: Serves as Portfolio and Program Manager for assigned initiatives managed in the Project Management Office applying analytical processes to the planning, design, and implementation of strategies and frameworks that enhance the execution of capital projects. Serves as liaison for internal and external stakeholders (such as project managers, operational teams, and contractors) requiring access to project execution data. Identifies and coordinates the resolution of execution issues, including topics such as resource allocation, materials availability, and contractor performance. Serves as a subject matter/functional expert and technical lead in the formulation of strategy and operational requirements for the successful execution of projects. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as: oversight of project execution functions, including resource prioritization, outage coordination, and materials management. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There are no specific education requirements or substitution of education for experience for this position.
