Bonneville Power Administration Public Utilities Specialist (Lead Market Integration Analyst) in Vancouver, Washington
Summary This position is located with Bonneville Power Administration, in Transmission Services, System Operations, Real Time Operations, Imbalance Market Coordination. A successful candidate in the Public Utilities Specialist (Lead Market Integration Analyst) position is the Lead Market Integrations Analyst with full technical authority and responsibility for coordinating all aspects and activities related to cross-agency market architecture interpretation, analysis, and real-time issue resolution. Responsibilities As a Public Utilities Specialist (Lead Market Integrations Analyst), you will: Primary subject matter expert for coordinating issue resolution when real-time problems cannot be resolved by the EIM Entity Scheduling Coordinator or the Contractor/Vendor support desks. Leading joint technology and market policy development for market enhancements, changes, and expansion; and provides authoritative advice and guidance to Transmission System Operations, and OT/IT management officials responsible for broad program operations within the area of expertise. Lead for real-time cross-agency functional and technical analysis, and the principal for corrective or restorative action when operational and market baselines, norms or objectives deviate due to technical issues. Transmission System Operations business technical authority for market systems. Maximizing the business value of assigned software applications for Transmission System Operations by working with external contractor/vendors and BPA Technology (OT/IT) technical leads, end users, and senior managers to prioritize system enhancements and maintenance work backlog. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: overseeing the coordination of Energy Imbalance Market systems or procedures; and analyzing reliability impacts associated with the Western Energy Imbalance Market. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
