Bonneville Power Administration Project Management Specialist in Vancouver, Washington

Summary This position is located with Bonneville Power Administration, in Real Property Ops (TERO) org of Real Property Services (TER), Transmission Engineering & Technical Services (TE), Transmission Services (T). A successful candidate in this position will serve as a specialist responsible for planning & overseeing all administrative analytical & evaluative work related to planning, design & implementation of new & improved information & procedural processes while providing direction & leadership. Responsibilities As a Project Management Specialist, you will: Create resource strategies and develops funding estimates required to advance each defined effort. Develop, modifies, or provides input to project plans. Collaborate with stakeholders, both leadership and subject matter experts (SMEs) to identify a holistic approach for the development of processes and procedures to facilitate TER's operations and maintenance program. Study, analyze and identify project risks, complete a risk registry and plan risk responses. Make improvements, solves problems, or takes corrective action when problems arise. Participate in phase, milestone, and final project reviews. Identify project documentation requirements or procedures. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as experience: Interpreting and applying a wide range of concepts, laws, policies, principles, regulations, precedents, and practices applicable to 1) perform project management duties that include cost-benefit analysis; financial management; planning and evaluating; developing and monitoring schedules; and managing resource requirements; and 2) providing technical advice, guidance, recommendations and courses of action for solutions to management and other technical specialists on assigned projects. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
