Summary This position is assigned to the Division Office of Western Federal Lands Highway Division. Responsible for supporting and promoting the implementation of continuous quality improvement principles and practices for processes associated with planning, design, and construction. Additionally, the position monitors and evaluates the quality and effectiveness of work processes, using various mechanisms such as customer surveys, program analysis, and internal/external process reviews. Responsibilities As a Lead Management Analyst, you will: Serve as a Lead and the Division’s expert on the topics of process improvement, benchmarking and the FHWA strategic planning process and tracks and summarize Division accomplishments for the FLHD annual report. Advise and consult with the Division Director and Leadership Team on organizational management-related issues and their application to and effect on project and program delivery systems. Lead Division employee and customer surveys, evaluation and analysis of responses, and development and implementation of subsequent action plans. Communicate the relevance of quality management processes and activities to employees and management. Facilitate meetings across organizational boundaries through planning, action, feedback, and review. THE IDEAL CANDIDATE: The ideal candidate for this position has excellent communication and program management skills, is a team player, has experience in developing programs to improve the performance of an organization, and has experience in leading a wide variety of complex studies evaluating business processes and systems management. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in analysis of key business processes, evaluating options and alternatives for making decisions and resolving issues. AND Experience effectively facilitating teams. AND Experience with strategic and performance planning, application of quality management principles and procedures to improve organizational performance. Specialized Experience must be measurable.
