Summary This position is located with Bonneville Power Administration (BPA), in Software Infrastructure & Support Services (TTST) organization of Application Services (TTS), Transmission Technology Services (TT), Transmission Services (T). The incumbent will serve as an IT Specialist within the Software Quality Assurance (SQA) Team. The incumbent is responsible for implementation, organization, and control of the Quality Standards involved in proposed changes to the Control Center production systems. Responsibilities As an IT Specialist, you will: Act as a project manager on technical projects with a scope ranging from self-managed tasks to coordinating a project team and completing milestones and projects on time within the standards established by Quality Control. Develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the BPA. Responsible for implementation, organization, and control of the Quality Standards involved in proposed changes to the production system. Develop policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. Lead/conduct studies designed to identify potential improvements in the way information technology is applied to key business functions. Coordinates the use of Quality Assurance (QA) resources as requested by the TTS Leadership. Executive Order (EO) 14043 requires Federal employees to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. At this time, EO 14043 is subject to a preliminary nationwide injunction. Although this injunction may ultimately be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action at this time to implement or enforce EO 14043's requirement that employees must be fully vaccinated against COVID-19. However, as Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine, the selectee(s) for this position will be required to submit information about his/her vaccination status. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's vaccination tracking system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service. Requirements Conditions of Employment Qualifications BASIC REQUIREMENT: You must have IT-related experience demonstrating each of the four (4) competencies listed below. To meet this requirement you must demonstrate "Advanced" level proficiency in each of the four competencies listed above as follows: Advanced: You can perform the actions associated with each of these competencies without assistance. You are recognized within your immediate organization as "a person to ask" when difficult questions arise regarding each of these competencies. Focus is on broad organizational professional issues; you have consistently provided practical/relevant ideas and perspectives on process or practice improvements which may easily be implemented; you are capable of coaching others in the application of each of these competencies by translating complex nuances relating to each competency in easy to understand terms; you participate in senior level discussions regarding the competencies; You assist in development of reference and resource materials in these competencies. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: Experience in 1) evaluating performance quality and reliability of new IT applications and emerging technologies and their relevance to business processes, 2) providing technical expertise and guidance on software quality assurance (QA) and critical IT change and configuration process issues, and 3) planning, implementing and coordinating technical projects to enable software QA process and testing automation. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
