Clark County Environmental Operations Specialist/Senior (part-time) - Public Health in Vancouver, Washington

Job Summary The Clark County Solid Waste program is seeking applicants for the position of part-time Environmental Operations Specialist focused on ensuring Clark County has an effective set of programs and tools to refine and achieve our goals related to reducing the impact and volume of targeted special waste. Targeted special waste may include the following categories of waste: residential household hazardous waste, hazardous waste from commercial small quantity generators, construction and demolition waste, asbestos, residential medication waste, batteries, oil and antifreeze, latex paint, and universal waste. This position is part of a team whose activities range from public outreach and education to the management of a private-public solid waste system that serves residents throughout the county and multiple jurisdictions. The Solid Waste program is currently in the process of several contract updates and long-range planning, so we are excited to bring someone on board with experience in research and program analysis, strong communication and organization skills, and an ability to quickly develop effective working relationships with a broad array of partners. This is a part-time, 30-hours per week position and may be filled as a Specialist or a Senior Specialist, depending on the qualifications of the selected candidate. It is the general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression. QualificationsEducation and Experience: *Four (4) year degree with major coursework in public administration, finance, engineering, environmental science, or related field. *Two (two) years of experience working with the public in areas related to solid waste management, recycling, moderate risk waste, or environmental education. *Senior-level: Master’s Degree and minimum two (2) years’ experience in a position comparable to an Environmental Operations Specialist. *On a year-for-year basis, any combination of relevant education and experience may be substituted for educational requirements. Knowledge of: Federal, State, and local regulations pertaining to solid waste; recycling processing equipment, risk management, contracts and legal documents; planning and permitting processes; planning and budgeting; work standards and codes applicable to the job.
