Actalent Electronic Engineer - Telecom in Vancouver, Washington

Actalent is currently seeking a qualified Electric Engineer for a position with Bonneville Power in Vancouver, WA.

This Electronic Engineer position will support the Project Engineering Telecom (TENP) organization at the Bonneville Power Administration (BPA). Project Engineering Telecom’s electronic engineering function provides scoping, engineering, design, and field support for BPA’s telecommunication facilities and associated equipment. This includes fiber optics, analog/mobile radio, digital radio, power line carrier, operational telephone, microwave towers and antennas, emergency AC/DC power and UPS systems, communications buildings, multiplex equipment, and monitoring systems including alarm system, Fault Locating Acquisition Reporter (FLAR), microwave monitor, and wide area networks used for operational data and network management. This position provides professional engineering expertise in assisting the project manager and other engineering personnel in implementing projects; supporting field maintenance crews and operations; and other related engineering activities.

POSITION RESPONSIBILITIES

  • Perform required scoping and design work for capital projects, based on analysis of engineering and design requirements, project parameters, and technical information from multiple sources.

  • Perform simulation studies with assistance from TENP Subject Matter Expert(s), and document findings in formal reports.

  • Participate on teams to research and test telecommunication and related equipment.

  • Assist in development of requirements for technical specifications for procurement and construction of telecommunications systems and equipment. Provide technical support in the administration of material contracts and project management of turnkey system contracts under direction of the BPA manager, Contracting Officer’s Representative (COR), or Contracting Officer (CO).

  • With oversight and approval from BPA staff, prepare detailed scoping, design, material, or procurement specifications for equipment, verifying that technical tradeoffs have been considered and that decisions conform to existing policies and standards and are within budgetary constraints.

  • Apply standard telecommunications guides and design templates to scope and design assigned projects.

  • Assist in the preparation of new design templates, standards, and specifications for approval by BPA staff, as needed when existing documentation does not cover the requirements of the project.

  • Prepare comprehensive final scoping and design packages for assigned projects, including final detailed design drawings, draft statements of work (contract design, construction, and contract), and all other documents for the telecommunication equipment installation, layout, wiring and testing for review and approval by the BPA manager.

  • Prepare equipment settings sheets and all other documentation required to complete the design packages associated with assigned projects.

  • Provide BPA manager with material and equipment requirements for design projects and assists in preparing material requisitions; in conjunction with the COR, initiate and coordinate timely acquisition and delivery of project equipment and materials as approved by the BPA manager.

  • Perform comprehensive reviews of finished designs. Provide findings and recommendations to BPA manager.

  • Coordinate project requirements, plans of service, and details with project team members and stakeholders during technical scoping.

  • Participate in events at specific project sites, including scoping meetings, equipment installation, and testing phases to ensure telecommunications requirements are addressed.

  • Provide sound technical input to other engineers and technicians on scoping, design, and integration of telecommunication systems and related equipment at substations, radio stations, or control centers.

  • Provide technical support to the construction organization during project installation and energization, including troubleshooting path obstruction and interference issues.

  • Operate telecommunications-related test equipment. Document the test results for review by BPA Engineers.

  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Qualifications:

  • A bachelor’s degree in engineering, preferably in Electronic or Telecommunications Engineering, is required.

  • 5 years of experience in Telecommunications Engineering or closely-related field is required.

  • Must have knowledge of engineering concepts, principles and practices applicable to components and facilities found on a regional transmission system.

  • Experience with telecommunications or network engineering in a utility environment.

  • Experience with phone systems, including Avaya and/or Cisco.

  • Experience with transport core and edge products and management tools, Cisco routers and switches, and microwave radio equipment.

  • Knowledge of engineering standards, serial and interoffice circuits, and network equipment.

  • Knowledge of backbone infrastructure connectivity including microwave radio and fiber optic telecommunications systems is preferred.

  • Experience with telecommunication construction projects.

PREFERRED

  • Proficiency with Microsoft Office Suite products, such as Word, Excel, PowerPoint and Outlook.

  • Skill in oral and written communication to effectively fulfill client/customer/team requirements.

  • Proven ability to effectively manage multiple work assignments and changing priorities.
