Location: Vancouver, WA Type: Contract Job #7655 Overview: ACS Professional Staffing is looking for an employee to work on-site with our client.This Business Systems Analyst 3 role analyzes business systems, works with users to define system needs, researches development tools, troubleshoots issues, and improves performance of operational systems.This full-time position is located in Vancouver, WA. Monthly close out of O&M/Cap hours in the schedule. Conduct yearly analysis of non-project work for application/projection of future year O&M/Cap Indirect schedule/hrs. Complete monthly input of Microsoft Project (MSP) resources for TT in coordination with TT financial analyst and makes the necessary changes in the MSP resource pool. Verify with supervisors the MSP max units, O&M hours, Assignment Owner (AO) and role mapping for new employees/contractors and add the individuals to the MSP resource pool. Create and publish projects with the phase Proposed, Backlog, or Not Started to include resource additions if no Business Analyst (BA) assigned. This is a shared responsibility between Work Planner Scheduler (WPS) and Planner Scheduler (PS). Maintain MSP Admin role for all TT projects in the event a Project Manager (PM) and BA is out, and changes are needed to the schedule. Support TT PMO as "scheduler" for projects that do not have a BA resource and PM does not have capacity to track. Supporting Requirements Development: Conduct interviews and facilitate workshops to elicit business requirements. Plan, organize, and facilitate process improvement and business process documentation sessions in support of the maturation of the Project Management Office (PMO) and implementing Project Management Body of Knowledge (PMBOK) based project management methods. Research, analyze, model, and organize information for developing requirements. Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and business needs. Facilitate requirements validation sessions and present findings. Resolve requirement conflicts between stakeholders. Solution Development and Proposal: Design architecture and solutions based on requirements and best practices. Facilitate/assist in technical process improvement initiatives. Research and develop methods to automate repetitive manual data manipulations. Use Rapid System Development methods to build prototypes. Draft solutions that integrate the various Portfolio, Project, and Asset Management systems. Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures. Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors. Solution Build: Prepare functional and technical documentation for hand-off to IT workgroups. Work closely with corporate IT development teams to encourage a smooth build. Draft documentation for user and operational manuals. Design, build and implement desktop tool
