The Attorney General’s Office is recruiting for a permanent full time _Legal Assistant 2_ in the Transportation and Public Construction Division. This position is located in Tumwater, WA. This position is represented by the Washington Federation of State Employees (WFSE). Note: There is the possibility of an in-training from the Legal Assistant 1 level. *Salary The salary listed above is for the Legal Assistant 2 level. Applicants qualifying at the Legal Assistant 1 level will start at a salary range 36 ($34,368 – 44,412 annually) and after successful completion of the in-training will move to the Legal Assistant 2 range. Division Information The Transportation and Public Construction Division represents and advises the Department of Transportation, Washington State Ferries, Transportation Commission, County Road Administration Board, Transportation Improvement Board, Traffic Safety Commission, Department of Enterprise Services, Military Department, WaTech, Recreation and Conservation Office, State Building Code Council, Public Employment Relations Commission and Personnel Resources Board. The division’s workload includes a mix of litigation and client advice on a wide range of issues, including contracts, real property acquisition and leasing, condemnation, bid protests, construction claims, environmental litigation, cost recovery actions, regulatory compliance, hazardous waste claims, land use issues, state purchasing, IT acquisitions, constitutional issues and emergency management preparation and response activities. Division attorneys also handle tort cases seeking recoveries for property damage allegedly caused by floods, erosion and landslides. The division’s legal professional staff are engaged in challenging and interesting work based our wide variety of cases and issues. The Transportation and Public Construction Division fosters a collegial atmosphere, and provides internal training and mentoring for its personnel. Duties Under general direction, this position supports the organization’s mission by providing legal secretarial support to Assistant Attorneys General (AAG) with the Transportation & Public Construction Division. Responsibilities include typing pleadings and other correspondence, docketing, filing and service of documents with the court and other parties. This position works as part of a team consisting of attorneys, paralegals, and legal assistants. Duties include, but are not limited to: Provide broad scope of secretarial, clerical and legal technical services requiring knowledge of legal phraseology, procedural statutes and rules, administrative laws, local and federal court rules, department policies, and status of cases in progress. Open and maintain complex litigation cases using the case management system; obtain or relay case information to opposing counsel, district personnel or other in-house personnel; and exercise discretion and preserve confidentiality of records. Schedule meetings and telephone conferences for AAGs. Exercise independent judgment in managing workload. Close and prepare files for archive according to Records Retention Schedule from the Office of the Secretary of State. Serve as the division’s Garnishment Administrator. Oversee and monitor the process for all incoming/outgoing garnishments for Department of Transportation in conjunction with agency payroll personnel. Assigned division contact for litigation consultant contracts and expert agreements. Reviews invoices for correct contract information and enters required data into Case Management System. Obtains approving signatures from appropriate division attorney staff and process invoice for payment. Tracks the status of agreements and monitors expiration dates, and balances of agreements. Communicates with consultants, client agencies and attorney staff to ensure contracts are in compliance with AGO guidelines; resolves general billing issues. Independently and accurately create routine correspondence, legal documents and forms; proofread typed documents. Prepare legal correspondence and opinions, contracts, reports, interrogatories, pleadings and briefs to be filed in various administrative venues, federal, superior, appellate or supreme courts. Check citations, quotations and statutory references for accuracy; prepare table of contents, table of authorities and indexes for appellate and supreme court briefs. Qualifications To qualify at the Legal Assistant 2 level: Option 1: High School diploma or equivalent and two years of experience in a legal environment in support of an attorney, administrative law judge(s), review judge(s) or equivalent; Option 2: One year as a Legal Assistant 1; Option 3: A two-year degree in Legal Secretary Studies, Paralegal Studies or related field plus 1 year of legal office experience. A Bachelor's degree may substitute for the Legal Secretary or Paralegal degree. To qualify at the Legal Assistant 1 level: Option 1: High School diploma or equivalent and two years of clerical experience including a minimum of one year of experience in a legal environment; Option 2: Two years of legal office experience; Option 3: A combination of three years of college education and/or relevant experience; Option 4: A two year degree in Legal Secretary Studies, Paralegal studies or related field of study.
