The Department of Corrections is seeking a highly motivated and qualified individual to take on the dynamic role as an Offender Management Network Information (OMNI) Sentence Structure Time Accounting (SSTA) Developer – Journey level for our Information Technology Unit. This is a full-time, permanent position.

This position is responsible for delivering and managing DOC's mission critical Offender Management Network Information (OMNI). DOC fulfills its mission through OMNI application by managing of facilities, treatment, sentencing, movement, discipline, and other important/reliable data (which is accessed by many criminal justice stakeholders) on Offenders in Washington State. This position streamlines major internal business processes through OMNI application, and boosts the productivity of staff. This position requires expert-level analytical and programming skills to develop high quality Java code for end-users of agency applications. This position supports ongoing application development and maintenance activities pertaining to scope, objectives, estimates, unit testing, design, and coding. This position is charged with a considerable amount of responsibilities that require full understanding of business process, problem solving skills, innovative solutions, consulting, oversight, and effective communication on highly complex technical issue with significant levels of risk to DOC's Offenders. Other duties include business planning, quality assurance, research, and recommendation of new technology, and subject matter expertise. This position is responsible for translating visions into physical plans, which requires capabilities in design and product development.

Duties

Key responsibilities of an *OMNI SSTA Developer - Journey Level *include, but are not limited to:

  • Develop and maintain Offender Management Network Information {OMNI} System
  • Elicit requirements to develop and maintain software applications
  • Plans, analyzes, and develops requirements for application development and enhancement
  • Develop. Designs, constructs, and maintains software applications using department standard software namely Java, Hibernate, Spring MVC, Rational Application Developer for WebSphere, and DB2
  • Fixing any defects and enhancements for Sentence Structure Time Accounting.
  • Support maintenance activities pertain to scope, objectives, estimates, unit testing, designs, and coding

  • Review the work

  • Write Unit Test
  • Support and assist Deployment process
  • Conducts research, recommends technical solutions to solve business problems, and enhance the performance and quality of applications. Recommends, establishes, and follows standards and guidelines for developing web-based applications

  • Troubleshoot problems

  • Research and recommend solutions for the Offender Management Network Information {OMNI} application needs
  • Support and assist Deployment Process

  • Uses Rational Application Development tools to update OMNI Properties per request of OMNI deployment process for all Test Environments.

  • Creates OMNI Build Release as needed Qualifications

Required: A Bachelor's degree in computer science or related field AND 4 years of experience in Java application development and support using tools such as IBM Rational Software.

OR

An equivalent combination of IT related training and experience may substitute year for year for education.

AND

Two (2) years’ experience utilizing one or more of the following:

  • Hibernate
  • Spring MVC Framework
  • JQuery
  • DB2
  • Junit

Five (5) years’ experience in writing and/or modifying existing programs, documenting solution programs for application systems.

Demonstrated experience in logical data modeling and relational data architecture to meet system specifications.

In-depth knowledge of design patterns, enterprise integration patterns, and patterns for modern enterprise architecture

Expert level communication skills to include written, verbal, and listening

Knowledge, skills and abilities: Knowledge of access authentication methods Knowledge of computer algorithms Knowledge of database systems Knowledge of how system components are installed, integrated, and optimized Knowledge of human-computer interaction principles Knowledge of information security systems engineering principles Knowledge of mathematics, including logarithms, trigonometry, linear algebra, calculus, and statistics Knowledge of operating systems Knowledge of organization's enterprise information security architecture system Knowledge of organization's evaluation and validation requirements Knowledge of Privacy Impact Assessments Knowledge of software development models (waterfall model, spiral model, etc.) Knowledge of software engineering Knowledge of system design tools, methods, and techniques, including automated systems analysis and design tools Skill in the use of design modeling (e.g., unified modeling language)

Desired: Knowledge of Subversion source control tool (also TortoiseSVN, VisualSVN server)

Professional Knowledge of Cruise Control continuous integration tool.

Experience with Database administration and programming using a database management software in addition to DB2, such as SQL Server, etc.

At least one of the following professional Level-2 certification as defined by the Department of Defense 8570.01-M Information Assurance Workforce Improvement Program such:

  • Security+
  • GSEC
  • SCNP
  • SSCP
