POSITION DESCRIPTION

JOB TITLE: STAFF ACCOUNTANT -- INVESTMENTS AND LONG-TERM DEBT 

JOB SUMMARY The Staff Accountant -- Investments and Long-Term Debt is responsible for oversight of the Nation's investment accounts and long-term debt agreements. Oversight of investment accounts includes relationship management, administration of policy, communication with leadership, booking relevant transactions, and preparation of required schedules and notes for the financial statements. Oversight of long-term debt agreements includes preparation and review of credit agreements, booking relevant transactions, and preparation of required schedules and notes for the financial statements. ESSENTIAL FUNCTIONS The Staff Accountant -- Investments and Long-Term Debt is responsible to: • Administer the Nation's Master Investment Policy, maintain QIN's investment relationships, prepare and schedule quarterly investment review meetings, and monitor and update investment policy and strategy; • Manage various credit agreements, including renewals, term negotiation, bargain base index, spread, and unused commitment rates, bargain collateral maintenance and commitment amounts, bargain covenants and loan recipient responsibilities, actively monitor and report on performance of covenant and loan recipient responsibilities, and negotiate amendments to credit agreements; • Manage active long-term debt agreements including reconciliation of loan proceeds to capital asset creation, tracking of construction in progress to credit facility activity, establishing of repayment and advanced payment plans, consideration of market, interest, and inflation rates, consideration of swap agreements, and establishment of long-term credit utilization and debt to equity targets; • Manage related party credit agreements, including coordination with related parties and legal to draft, review, and execute related party credit agreements and reconciliation of related party and QIN transactions for related party credit agreements; • Prepare, document, and review QIN transactions and records related to long-term debt accounts, including monthly and quarterly reconciliations, tie-out of lead sheets, production of roll-forward schedules, confirmation of bank balances and tie-out of bank to general ledger balances, preparation of schedules and notes for financial statement preparation and required supplementary information, and preparation of required adjusting and reclassifying journal entries. KNOWLEDGE, SKILLS, AND ABILITIES The successful Staff Accountant will possess the following knowledge, skills, and abilities: • Advanced knowledge of accounting processes and systems including income statement and balance sheet transactions, review of lead sheets, confirmations, preparation of required supplementary information including schedules, roll-forwards, and detailed notes, reconciliation of accounts, and preparation of adjusting and reclassifying entries; • Capacity to perform financing calculations including preparation of amortization schedules, determination of interest rates and periods, and measurement of indexed rates; • Ability to read and accurately interpret complex legal documents and to negotiate with internal and external legal staff to amend documents for business and legal purposes; • Ability to communicate professionally and effectively with management and leadership; JOB DEMANDS Work is primarily performed in an indoor office setting for eight hours per day.
