Position Description
Tacoma Power’s Transmission & Distribution (T&D) Section is looking for a Telecom Planning & Design Supervisor to join their team and lead the Hybrid Fiber Coaxial (HFC) Engineering work group. In this role you will supervise and perform engineering and design for Tacoma Power’s HFC network, which includes optical fiber outside plant critical to Tacoma Power’s operations. This role ensures that quality control and deadlines are met as they apply to Road Projects, Local Improvement District Projects, New Development Projects, Electric Utility Infrastructure Projects, CityNET Projects, and requests for services from various partnerships, including those established through Tacoma Power’s Indefeasible Right of Use (IRU) agreement. This position also administers and utilizes SpatialNET software and database for Tacoma Power’s HFC mapping platform along with utilization of AutoCAD, Lode Data for the coaxial plant, and Visio for circuit diagrams.
Responsibilities Include:
Advocate for and keep Tacoma Power’s T&D Section Management apprised of issues related to Tacoma Power’s Critical Fiber infrastructure.
Manage HFC Engineering workload; solicit contractor support as authorized.
Allocate resources to Transmission & Distribution projects impacting critical fiber infrastructure and/or requiring HFC Engineering resources (e.g., road projects, electrical infrastructure projects).
Ensure that the design of the fiber and coax system is efficient, gets tracked, and follows group’s standards for fiber circuits and SpatialNET Database data integrity.
Mentor, train, and coach Telecom Planning & Design Specialists to support their success, and lead group staff meetings.
Ensure all outages meet the turnaround time identified in CityNET and IRU agreements.
Support HFC Construction by sharing project specifics, field knowledge, timelines, budget information, and process changes.
Create and maintain processes and procedures for various job types.
Walk out large projects to understand complexity, requirements, and timeline.
Ensure the quality of data in the SpatialNET database by running quality control checks, troubleshooting, repairing, and creating tickets to the vendor as needed.
Serve as database administrator for SpatialNET, creating various field equipment, updating to the most recent version, and running the database project posting; ensure appropriate vendor payment.
Institute processes and procedures to eliminate data corruption.
Serve as application administrator for Lode Data in our coax design program, updating to the newest version, troubleshooting, and creating tickets to the vendor; ensure appropriate vendor payment.
Run backups of circuit files, locator maps, and node maps.
Develop and oversee the biennial capital budget for the fiber optic cable replacement program.
Develop and manage the biennial Operations & Maintenance budget for the HFC Engineering cost center.
Act as SME for Fiber Optic Network Engineering, Coaxial Design, SpatialNET, AutoCAD, Lode Data, and Visio.
Perform certain duties of Telecom Planning & Design Specialist as needed to balance group workload and meet specific project deadlines.
Perform engineering, design, drafting, and procurement and/or warehouse material reservation; create construction workorders; and coordinate with internal and external customers and construction personnel.
Qualifications
Minimum Education*
Associate's degree in telecommunications or directly related field
Minimum Experience*
4 years including 2 years of prior advanced journey-level experience, or post-high school technical training
*Equivalency: 1 year of experience = 1 year of education
