Public Buildings Service Supervisory Contract Specialist in Tacoma, Washington

Summary As the Director of the Acquisition Management Division, you will provide leadership and oversight, strategic planning and direction, program guidance, and policy direction to ensure consistency, quality and cost effectiveness in procurement and contracting matters. Location of position: Public Buildings Service, Acquisition Management Division, in Tacoma, WA. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Provides procurement policy guidance, oversight and support to PBS regional and national organizations for services and construction acquisitions. Oversees the management of the acquisition workforce, programs, vendor relationships, warrants, operations, data, and a broad range of contracting services. Oversees the analysis of and evaluates costs involved in centralized procurement operations and determines methods of reducing costs without impairing the program; responsible for identifying region wide initiatives to streamline contract program and reduce operating costs. Develops long-range plans and sets program goals and objectives, taking into consideration change program emphasis or functions. Oversees periodic reviews and evaluations of division programs and effects changes to meet established goals. Advises PBS acquisition personnel and management officials at all levels. Ensures that management controls and procedures are developed and implemented to achieve compliance with acquisition policies. Directs the work of the associates through subordinate supervisors. Ensures accomplishment of overall organizational work goals and objectives. Determines the need for organizational changes and has authority to effect such changes. Ensures proper allocation of resources and workload to accomplish PBS program objectives. Serves as the senior regional contracting officer. May serve as the lead contracting officer for the most complex or most politically sensitive contracts within PBS. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is one year of experience equivalent to the GS-14 in the Federal service. Specialized experience is experience that includes planning and evaluating programs and operations; overseeing the organization's technical and managerial activities relating to the contracting function; or ensuring that agency regulation and guidance implement statutory requirements and sound policies across the entire spectrum of procurement; overseeing the development, implementation, and communication of policies that directly affect the terms and conditions in contracts, and providing the competencies necessary to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization.
