City of Tacoma WA Management and Budget Analyst in Tacoma, Washington

Position Description The mission of the Office of Management and Budget (OMB) is to ensure long-term fiscal sustainability so that the City is prepared to meet the current and future needs of its residents. Our team of eight is constantly pushing to improve our operations as well as the services we deliver as a City. OMB is a great place to learn about all aspects of City operations and make a meaningful impact by performing analyses that support decision makers and citywide operations. OMB is hiring a project position to aid in research and tracking related to Federal Funding and to provide support for community engagement including Participatory Budgeting. This position will support leads in OMB and MCO on participatory budgeting approaches, including building and planning the outreach process. The successful candidate can work as few as 30 hours per week to accommodate school or other needs. They will also gain skills and help support the ongoing monitoring of budgets and performance management and development of the City's budget and capital plan. Management and Budget Analyst's will also perform a variety of ad hoc analyses. Distinguishing Characteristics This position has minimal supervision. The Management and Budget Analyst's assists higher level professional or managerial staff in conducting studies, analyses and/or participating in the decision making process regarding varied complex management problems or conduct less complex studies independently. This position performs routine planning, research, studies, analysis, evaluation and report preparation. This position performs the following: * A variety of responsible and analytical duties and tasks related to budgeting and management operations and goals. * Conduct studies and analyses of current and proposed operations and programs related to organizational structure, budgets and the utilization of departmental staff, equipment and facilities. * Build and manage engagement efforts with the community. * Suggest alternatives to improve performance and increase productivity and efficiency. * Gathers information, prepares data summaries and narrative reports, and assists higher-level staff with preparation of complex reports. * Analyze and interpret complex data; review and evaluate the accuracy of plans, reports and supporting information; identify and observe trends; examine basic elements and key relationships; forecast needs. * Prepare and/or present effective oral and written communications. * Attend a variety of meetings with administrators, staff and advisory boards to obtain information and provide expertise; participate in committee meetings and forums as needed. * Provide regular and ad hoc data analyses and reports. Qualifications DESIRABLE QUALIFICATIONS (TRAINING AND EDUCATION): Bachelor's degree preferred, and two years analytical, database, spreadsheet and/or financial experience. Research: Effectively identify, collect, organize and document data and information in ways that make the information most useful for subsequent assessment, analysis, and investigation. Compile and maintain reports, records and various other forms of pertinent information in an organized and professional manner. Technical Knowledge: Operate personal computer and assigned operating software in support of assigned business unit's goals. Communications Effectiveness: Effective communication both verbal and in writing including the compilation of reports, presentations and records; and interacting respectfully and sensitively with individuals and groups to develop and maintain productive relationships and achieve results. Makes excellent customer service a high priority, responding to changing customer needs, and helping customers implement complete solutions. Maintain professional skills that apply to all aspects of field of assigned specialty through continued education and/or training.
