Sunnyside Housing Authority Finance Supervisor in Sunnyside, Washington

SALARY RANGE: $70,800 to $85,000 Annual Salary
SUMMARY OF THE JOB
The Finance Supervisor has the overall responsibility for the agency's cash management, financial reporting, accounts payable and receivable, payroll, and for the integration of proper accounting practices and procedures across all operating, development, capital fund and special project efforts undertaken by the Sunnyside Housing Authority.
DESIRED QUALIFICATIONS
- A bachelor's degree in accounting or related field, or an equivalent combination of study and accounting work experience with one year of experience equal to one year of collegiate study.
- Three years minimum experience in advanced accounting or budgeting, preferably with a public housing or governmental agency.
- Must have a thorough working knowledge of computer systems and software applications.
- Must have the ability to foster and sustain productive, professional working relationships with all employees of the Sunnyside Housing Authority, its agents, funding entities, vendors, tenants and clients.
- Must have a genuine interest and commitment to helping low-income individuals and families access available publicly funded affordable housing.
- Must maintain a safe-driving record.
SPECIFIC DUTIES AND RESPONSIBILITIES
Responsible for the implementation and maintenance of a bookkeeping system that meets the standards recognized by Housing Authority funding entities and all pertinent federal, state and local laws. This system includes separate general ledger funds for HUD Low-Income Public Housing and Capital Fund Programs, USDA Agricultural Worker Housing, USDA 515 Housing, Local Program Housing, and designated intra-agency funds.
Responsible for the timely preparation of accounts payable, monthly financial reports, annual financial statements, and a variety of Federal and State program-specific, mid-year and year-end financial reports.
Responsible for the timely preparation of the agency's payroll, the recording of accumulated employee benefits, and all payroll-related reports and taxes.
Responsible for the Housing Authority's management of all employee benefit programs, assuring compliance with proper application of benefits to eligible employees and with all benefit program underwriting requirements.
Posts, balances and reconciles all bank statements, accounts payable, accounts receivable, and general ledger accounts.
Prepares operating and special project budgets for review by the Executive Director and approval by the Board of Commissioners.
Oversees the annual audit process conducted by the Washington State Auditor and contracted Independent Auditors.
Responsible for implementing and maintaining a cash flow system and for providing up-to-date information regarding the financial status of individual projects or the overall agency on an on-going basis.
Responsible for the proper management of the Authority's investment program.
Responsible for the reconciliation and maintenance of an inventory of all fixed assets owned by the Authority. Implements inventory and disposal procedures and works with Authority employees to ensure compliant practices.
Implements and monitors internal controls pertaining to receipts, deposits and disbursements, and is responsible for the internal audit of tenant receivables to include rental payments, securit
