Job Summary

This position works 37.5 hours per week.

Positions allocated to this classification provide administrative and supervisory work in overseeing program analysis, development, and implementation of the treatment support operations of Therapeutic/Problem-Solving Court programs in Spokane County Superior Court and Spokane County District Court. Spokane County Superior Court is responsible for the operation of the Felony Adult Drug and Mental Health Court. Spokane County District Court is responsible for the operation of the Mental Health Therapeutic Court, DUI Intensive Supervision Therapeutic Court, Veterans Enhanced Therapeutic Court, as well as multiple Problem-Solving Court Programs. The Coordinator works under the direction of the Therapeutic Court Judge, the Presiding Judge and the Court Administrator. Work is performed with considerable independence and is evaluated through regular meetings, reports, and the attainment of program goals.

TOTAL COMPENSATION: $71,972 - $97,116 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Examples of Duties

  • Plans, implements, administers and monitors the day to day activities of the Therapeutic Court programs.

  • Manages the fiscal, budget and other administrative functions of the program, including the preparation of budgetary estimates, justifications and reports to court, federal, state and county agencies.

  • Monitors and approves all financial expenditures of grant and other related funding.

  • Oversees strategic planning to develop and public policies, procedures, and program objectives to guide program operations, ensure adherence to statewide guidelines, generally accepted best practices, and the special needs and resources of the local jurisdiction.

  • Coordinates and oversees the work of court staff assigned to Therapeutic Court programs, including but not limited to, ensuring that assigned staff input accurate and timely information into the databases.

  • In Superior Court, serves as liaison with criminal justice partners in all felony criminal cases for which an RCW 10.77 determination (criminally insane) is being considered.

  • Assists in the development of cooperating agreements among various partners in the courts’ treatment community, outlining mutual expectations, responsibilities, and commitments for the ongoing operations of the courts’ support teams as needed.

  • Develops, maintains, updates and distributes policies, procedures, and requirements (Policy and Procedure Manuals) for each of the courts’ programs, including the Participant Handbooks for same.

  • Maintains cooperative relationships with treatment agencies, community organizations, and city and county departments such as probation and human services.

  • Monitors outside vendor contracts with periodic audits, and provides feedback and recommendations as necessary.

  • Provides guidance to involved agencies and to other stakeholders and the public as to eligibility criteria for participation.

  • Oversees necessary participant identification and other data to support determination of eligibility for participation and assure that information is accurately communicated to and considered by the support teams.

  • Oversees the collection and recording of participant treatment, compliance, progress, challenges and criminal history data.

  • Oversees the contractor’s compiled reports on participant compliance with conditions of program participation and assure that it is accurately communicated to and considered by the team.

  • Attends court staff meetings and court hearings as required.

  • Oversees the contractor’s maintenance of accurate files of participants in the therapeutic court programs and their compliance with court requirements.

  • Oversees the contractor’s maintenance of accurate files of court actions related to each participant and progression through the designated phases.

  • Oversees efforts to identify community resources and organize efforts to provide a full continuum of needed treatment services including addiction and mental health treatment, educational and vocational services, safe and sober housing, ongoing recovery support services, health care, family services and other beneficial community support services.

  • Stays abreast of current research and evidence-based knowledge regarding therapeutic courts, communicates that information to the courts’ support teams, and ensures such information is incorporated into the programs’ policies and procedures, to ensure efficient and effective operations and practices.

  • Researches drug/mental health/therapeutic courts and treatment funding sources.

  • Identifies, develops, writes and manages drug and/or therapeutic court grants.

  • Identifies training needs for all Therapeutic Team members and arrange training opportunities to address those needs.

  • Compiles and submits court program reports, annual performance reports and/or other reports that include data analysis, as required.

  • Schedules and provides support to regular court team meetings, both for purposes of individual participant case management and for the periodic review and improvement of the operation of the court.

  • Provides public information on operations and outcomes of the court(s) through public presentations, brochures and other documents under the direction of the assigned judges and the court administrator.

  • Schedules and provides support to regular Therapeutic Courts Advisory Board meetings, to ensure ongoing community involvement and support, clear communications between Advisory Board members and support team participants, and community relevance to our work.

  • Participates on community and/or statewide committees or work groups related to the planning, development, management, funding and evaluation of therapeutic court(s) as directed.

  • Participates in community, state level, or other specialized training or educational sessions as directed or as required.

  • In Superior Court, serves as ex officio member on the Board of Directors for the Spokane County Therapeutic Courts Foundation; as such, fields all monetary requests from treatment providers for funding

  • Performs other related duties as required/assigned.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in criminal justice, social work, psychology or a related human services field, AND

  • Three (3) years of increasingly responsible experience working in a Therapeutic Court or similar environment, with knowledge of mental health, chemical dependency, criminal justice, and judicial systems, including performance and outcome evaluations for improving program operations,

  • OR an equivalent combination of related education, training and/or experience.

  • A Master’s degree and experience in the coordination, administration or supervision of a related program having significant interdisciplinary or interagency operation is preferred.

  • Skilled in establishing and maintaining effective work relationships with supervisors and co-workers, personnel from other County departments, various community organizations, municipalities, agencies, and the public.

  • Ability to develop written policies and procedures, memoranda of agreement, and participant informational materials.

  • Ability to collect, analyze and summarize data to inform program operations.

PAID TIME OFF

Spokane County Observed Holidays

Up to 10 (ten) paid holidays are observed by Spokane County.

PTO

Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.

Vacation

For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

Sick Leave

Sick leave is earned at 1 day per month and can be taken as the days are accumulated.

Other Leaves

Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

INSURANCE BENEFITS

Medical Insurance

Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Dental Insurance

Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.

Group Life Insurance

The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.

Long Term Disability Coverage

Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.

RETIREMENT

Retirement Plan (401a)

Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.

Additional Retirement Plan Option (457b)

Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.

VOLUNTARY BENEFITS

AFLAC

Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.

Travel Assistance

Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.

Flexible Spending Plan (FSA)

Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.

Voluntary Term Life Insurance

Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
