Job Description The Resource Planning and Analysis team is seeking an analyst to help with solving complex energy resource planning challenges. Incumbents prepare complex economic evaluations of electric and natural gas resource alternatives to serve Avista's customers considering potential futures with varying policy and customer demand outcomes. Responsibilities include building and maintaining complex quantitative statistical, financial, economic, demand, engineering/operational, and optimization-based models to meet existing and future energy resource requirements. Provide modeling, analyses, and input into the Company's electric and/or natural gas resource planning processes, reports, and other regulatory filings; prepare analyses, documentation, and drafts testimony.
Requirements
Associate Resource Planning Analyst:
- Bachelor's degree required from a regionally or nationally accredited college or university in Finance, Economics, Operations Research, Mathematics, Engineering, Statistics, or related field
- Demonstrated knowledge of the following fields is strongly preferred: financial and economic analyses, power/natural gas contract analyses, operations/dispatch modeling, including econometric forecasting, risk management, least-cost planning, rate case proceedings, electric transmission and natural gas transportation, project finance, and engineering economics
- Requires basic understanding of financial analysis, statistics, and accounting including intermediate-level spreadsheet and database skills
- Familiarity with computer programming languages (e.g., R, Visual Basic, and/or Python) and mixed-integer linear programming skills preferred
- Knowledge of optimization and risk analysis preferred
- Effective and flexible written and verbal communication skills required
- Ability to successfully develop and manage relationships at all levels of the organization and influence a variety of stakeholders required
- Ability to be a self-starter and work hands-on with own initiative to accomplish objectives and learn on the job
- Ability to think critically, analyze and communicate technical information to stakeholders in a clear and concise manner
Resource Planning Analyst includes the above requirements plus:
- Two (2)+ years' experience as an Associate Resource Planning Analyst, or related field
- Competent data management (i.e., spreadsheet, R, Visual Basic, Python) and database skills (including SQL) are required. Familiarity with modeling software programs (e.g., Aurora, Sendout, Plexos, Encompass), and mixed-integer linear programming skills preferred
- An understanding of and experience in ratemaking, finance, economics, engineering knowledge as it pertains to production modeling of electric generation assets, and knowledge of transmission (electric), pipelines (natural gas), and distribution (electric and natural gas) is preferred
- An understanding of electricity and natural gas markets and the key players in the Northwest energy market preferred
- Advanced organizational skills to effectively plan, manage, and execute on multiple priorities with deadlines
Senior Resource Planning Analyst includes the above requirements plus:
Five (5)+ years' experience as Resource Planning Analyst, or related field.
Demonstrated expert level in technical skills of a resource analyst.
Advanced analytical and communication skills (both verbal and written) to comprehend, interpret, and explain rules, regulations, policies and procedures.
Demonstrated thought leader and innovator within the field.
