Job Summary

This position works 40 hours per week.

NOTES SPECIFIC TO THIS POSITION: This position is responsible for leading the Sanitary Sewer Planning, Design and Enforcement sections of Spokane County Public Works. This position is responsible for directing the work of the department and supervising approximately 13 employees. The successful applicant will coordinate with the Wastewater System Administrator, upper management and the Board of County Commissioners to continue the County’s mission to responsibly operate, maintain and expand the sanitary sewer system.

Notable duties will also include:

• Prepare annual capital and operations budgets and monitor the budget status throughout the year.

• Coordination with other government agencies related to regional sanitary sewer conveyance, treatment and permitting.

• Determine staffing levels, hiring, employee development and discipline.

• Review/approve private development sewer plans and public sewer plans for compliance with County standards.

• Review/approve connections to the public sewer system and review sewer connection charge calculations.

• Administer contracts and direct subordinates in developing contracts for design, permitting, property acquisition, bidding, construction, inspection, etc. related to sewer construction projects.

This position is tasked with establishing program goals and performance measures, enhancing technical excellence, and maintaining compliance with Federal, State and Local requirements and regulations of their programs. The Program Manager will focus on strategic goals of the Program providing direction and measures of effectiveness toward attaining these goals. The Manager will take a long-range look toward employee development, facility requirements, technical advancement, and equipment and staffing needs. Working together with Senior Management, they will play a key role in establishing the Department budget and workforce levels. The position allocated to this class is responsible, under the general policy direction of the department director, for ensuring that the goals and objectives of the division are carried out by section managers and supervisors. In addition, these positions are responsible for serving as assistants and advisors to the department head on the preparation and administration of the department's budget, on setting goals and objectives of the department within policies established by the Board of County Commissioners, on policy decision meetings with the Board of County Commissioners, on labor contract negotiations and administration, and for representing the department at meetings and hearings. Positions in this class are distinguished from positions in lower level classes by the responsibility for developing programs which are implemented by supervisory personnel above the first line level and for coordinating activities of two or more sections with different program areas.

TOTAL COMPENSATION: $115,826 - $162,033 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Examples of Duties

  • Develops and implements major departmental programs.

  • Manages each phase of the program including the condition assessment, capital and preservation program prioritization, maintenance activities and budget level recommendations

  • Plans and develops programs to be implemented by section supervisors in the planning and Traffic Section or the Construction Section; coordinates the work of the division with other divisions and sections of the department and with other County Departments; develops program budgets based on information supplied by the office manager and subordinate supervisors; and monitors subordinate project or program accomplishments.

  • Reviews the assigned program’s organizational structure and implements changes to match goals and improve the efficiency of the organization.

  • Utilizes and defines performance measures and program reviews to ensure compliance with local, state, and federal regulations.

  • Assists in developing public works improvement plans, grant applications, apply for available project funding, and make annual budget recommendations.

  • Directs the preparation of and reviews, the six-year road and sewer capital improvement program and the yearly construction program; conducts the final review and makes recommendations to the department head on such matters as final design plans for urban arterial projects, road items contained in preliminary plats, and on major signing and signal projects.

  • Represents the department at staff, inter-departmental, commission, Board of County Commissioner meetings, and public and regional meetings.

  • Manages, through subordinate supervisors, the road maintenance and construction inspection activities, budget and maintenance program; and prepares and administers the division budget.

  • Reviews accidents and near misses, and stays current on industry guidance for best practices and policies.

  • Performs other related duties as required/assigned.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university.

  • Seven (7) years of engineering supervision or maintenance supervision at a level of work equivalent to Engineer 3.

  • May substitute a graduate level degree or training in engineering or public works management for up to one (1) year of the experience.

  • Registration as a Professional Engineer within the State of Washington within a reasonable period of time after appointment.

  • Possession of a valid Washington Driver's License at time of hire and for the duration of employment.

  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.

  • Ability to plan for needs and improvements in municipal public works systems, develop division goals and objectives, develop division programs with assistance from section supervisors, effectively direct and motivate subordinate supervisors in the accomplishment of objectives, and evaluate program accomplishments in terms of end results.

  • Ability to present technical data clearly and concisely and in a manner which can be understood by lay persons.

  • Ability to demonstrate effective mentoring, coaching, and disciplinary techniques as appropriate.

PAID TIME OFF

Spokane County Observed Holidays

Up to 10 (ten) paid holidays are observed by Spokane County.

PTO

Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.

Vacation

For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

Sick Leave

Sick leave is earned at 1 day per month and can be taken as the days are accumulated.

Other Leaves

Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

Medical Insurance

Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance

The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.

Long Term Disability Coverage

Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.

RETIREMENT

Retirement Plan (401a)

Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.

Additional Retirement Plan Option (457b)

Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.

VOLUNTARY BENEFITS

AFLAC

Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.

Travel Assistance

Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.

Flexible Spending Plan (FSA)

Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.

Voluntary Term Life Insurance

Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
