Applications will only be accepted prior to 4:00 p.m. on the closing date.The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Fiscal Specialist 1 in the Head Start Division.GENERAL DEFINITIONUnder general supervision, this position will provide fiscal administrative support for the Head Start/ECEAP/EHS program at multiple childcare sites throughout Spokane. Job responsibilities include maintaining a comprehensive electronic system for accounts receivable billings, revenue collection, recording, reconciling, and reporting. The position will also assist families in the authorization process for subsidized childcare and account management. Other responsibilities include supporting program budget development by forecasting revenues. This position will act as a liaison with CCS student financial services, financial aid, cashiering, and general accounting departments, as well as state, federal, and community agencies.CHARACTERISTIC DUTIES AND RESPONSIBILITIESComplete a Financial Agreement with childcare clients developing an achievable childcare payment plan when needed; provide resources regarding possible childcare funding sources and assist clients to secure funds. *Maintain confidential manual and electronic filing and documentation systems. *Perform account receivable functions. *Maintain a comprehensive electronic system for accounts receivable billings, revenue collection, recording, and reporting.Reconcile the system records with the CCS student financial services records and take corrective actions, as needed. Notify and advise appropriate individuals of relevant findings. *Prepare and provide invoice requisitions to clients, the state, and community agencies for childcare services. Provide invoicing records to CCS student financial services for entry. *Prepare, compile, and provide program specific budget reports such as revenue reports. *Regularly communicate with the state childcare subsidy division regarding client authorizations and terminations, billing questions and discrepancies. and problem solving. *Collaborate with the program direct service teams, and community agencies, to provide a support system for clients including continuing services for families under financial hardships. *Assist with budget development and revisions. Allocate revenues to the appropriate grant budgets. *Interpret and apply department, institution, federal, state and/or granting agency policies, procedures, regulations, and standards. *Assist in development of HS/E/EHS fiscal policy and procedures. *Participate in general site/Head Start meetings as assigned.Provide back-up for site front office.Enroll, recruit and interview childcare clients for placement in non-Head Start programs.Support and advance the CCS strategic plan, and perform related duties as required. **Indicates this is an essential duty.
