Job Summary

The BOLD description below is specific to this position:

This is an Engineering Technician position that operates within the Pretreatment Section of the Environmental Services Division in the Public Works Department and is located at the Spokane County Regional Water Reclamation Facility (SCRWRF). The position serves as an important role, in both the fats, oils, and grease (FOG) program and Industrial Pretreatment Program (IPP).

In the FOG program, the Engineering Technician II will help to protect the sanitary sewer system and the SCRWRF from grease-producing and solids-laden wastewaters that can enter our sanitary sewer, cause costly sewer line obstructions, and that may lead to sanitary sewer overflows (SSO). Using excellent customer service, on-site inspections, outreach and educational materials, and best management practices, the Engineering Technician communicates with businesses on proper maintenance and recordkeeping requirements for their grease control devices, as well as issues enforcement actions, as warranted, to uphold Spokane County Code. In the IPP Program, the Engineering Technician position will assist in sending out Industrial Surveys to businesses in the County’s sewer service area and respond to Industrial Surveys through email and phone communications, as well as through on-site facility inspections.

(General Job Summary) This position performs skilled engineering technical support work in the office or field in one or more public works functions such as traffic engineering and operations, planning/programming and development review for transportation or utilities, landfill monitoring, environmental permitting, water resources, pavement management, surveying, project design/drafting, materials testing and construction inspection. The position allocated to this class is responsible for performing journey level technical engineering support work. Duties are completed usually under the general supervision of a Chief Construction Inspector or designated supervisor. This class is distinguished from the Engineering Technician 1 class by a higher level of expertise, increased knowledge of operations and tasks required to successfully complete assignments under general direction and guidance. It is distinguishable from the Engineering Technician 3 class by its lack of emphasis of lead worker responsibility and its less complex work assignments. Positions within this class may assist in the training of Engineering Technician 1's or more junior Engineering Technician 2's. Employees may be assigned the work of a higher class for specific periods of time for training purposes or as a relief.

This position works 40 hours per week.

TOTAL COMPENSATION: $68,663 TO $95,641. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

This position regularly coordinates with other internal divisions and departments within Spokane County, as well as with other regional municipalities. Additional duties of the position include the following:

  • Responsible for conducting professional inspections and investigations at commercial facilities and/or Food Service Businesses (FSB) in Spokane County’s sanitary sewer system to ensure compliance with local, state, and federal environmental regulations.

  • Communicates with the public, including engaging with diverse ethnic communities with various cultural backgrounds and languages.

  • Provides education and outreach at commercial facilities on best management practices and Spokane County Code regulations relating to commercial pretreatment standards.

  • Interprets and enforces Spokane County Code through assessment of environmental data, maintenance records, on-site inspections, education, and enforcement.

  • Inspects grease control devices (GCD) and maintenance records at commercial facilities to ensure proper device installation and to monitor GCD operational compliance.

  • Occasional use of tools and equipment that require lifting activities up to 25 lbs.

  • Prepares in-field inspection reports and communicates time-sensitive corrective actions to violations found at commercial businesses.

  • Enters and maintains inspection-related records into an enforcement database.

  • Performs follow-up inspections on outstanding corrective actions and issues escalated enforcement actions as warranted.

  • Reports to the Pretreatment Coordinator for escalated enforcement actions.

  • Coordinates with Spokane County’s Wastewater Operations to respond to commercial business-related sewer line impacts and perform grease investigations as needed.

  • Coordinates with the Pretreatment Engineer on Industrial Survey responses.

  • Assists the Pretreatment Engineer with on-site inspections at commercial and/or light industrial facilities.

(General duties) Employees may be assigned a combination of duties from jobs within this class or perform duties of similar responsibility and difficulty, not specifically mentioned herein, yet incidental to the complete work process. Since the department’s needs for specific jobs are subject to governing factors, i.e. seasonal work, sporadic project schedules and shifting workloads. Employees are expected to be able to perform proficiently and implement the complete scope of duties in their chosen specialty and are expected to work toward competency in related work within this classification to the needs of the County, subject to seasonal and work scheduling factors.

Minimum Requirements

  • Associate’s degree in Engineering from an accredited college.

  • Two (2) years of related field or office experience in civil engineering; or an equivalent combination of education and experience in the design, inspection or construction related fields, including applicable experience in two of the following areas: Materials Lab, Surveying, Construction Inspection, environment permitting, water resources, and Engineering Design and/or computer aided drafting.

  • OR any equivalent combination of education, training and experience that provides the skills, knowledge and abilities to perform the job.

  • Possession of a valid Driver's License at time of hire and for the duration of employment.

Spokane County Observed Holidays

Up to 10 (ten) paid holidays are observed by Spokane County.

PTO

Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.

Vacation

For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

Sick Leave

Sick leave is earned at 1 day per month and can be taken as the days are accumulated.

Other Leaves

Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

Medical Insurance

Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance

The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.

Long Term Disability Coverage

Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.

RETIREMENT

Retirement Plan (401a)

Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.

Additional Retirement Plan Option (457b)

Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.

VOLUNTARY BENEFITS

AFLAC

Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.

Travel Assistance

Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.

Flexible Spending Plan (FSA)

Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.

Voluntary Term Life Insurance

Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
