ABOUT THE POSITION: Spokane Valley is seeking a highly qualified and enthusiastic employee to serve our City as the full-time Solid Waste Program Manager in our Public Works Department. The ideal candidate will support the Engineering Division by managing all aspects of the city's Solid Waste Program. Must have exceptional contract management and operational oversight skills and a strong desire to provide superior service to both internal and external customers.
SELECTED EXAMPLES OF DUTIES: Provides expertise in solid waste contract management, community support, outreach and education, operational oversight, strategic planning and regulatory compliance. Primary duties include management of the city's Solid Waste Grants, management and updates dates of the city's Waste Management Plan, customer service for unresolved complaints, public/educational outreach and maintenance of city's Solid Waste Website, regular meetings and periodic facility visits to solid waste service providers, assistance with grant applications and other solid waste funding opportunities, knowledge and application of RCWs and WACs that regulate solid waste activities and managing related risks to the city, annual report submittals and rate update implementation and timelines, feedback and monitoring on legislation impacting solid waste, long term planning to meet goals in the city's Solid Waste Management Plan (SWMP) and facilitation of the required 5 year cyclical update, preparedness for natural disasters to ensure continuity of solid waste activities in an emergency event, continued training and waste association participation to stay current on solid waste issues.
DESIRED MINIMUM QUALIFICATIONS: Graduation from a four-year college or university with a degree in business, public administration, civil engineering, environmental engineering, planning, or a closely related field; and minimum of three (3) years of related experience including at least two years of municipal engineering and/or work experience related to Solid Waste Management. An equivalent combination of education and experience may be considered.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of solid waste management principles, practices and methods as applicable to a municipal setting; considerable skill at contract writing and administration; ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, city officials and the general public; ability to monitor/direct the solid waste program and compile and provide comprehensive written and verbal reports. Ability to build collaborative relationships and positive interactions with all individuals within the community.
