Serves for the purpose of regulatory compliance as referenced within the adopted Construction Codes, Revised Code of Washington (RCW), and Washington Administrative Codes (WAC's).  Oversee and manage the operations of the Building Safety Program of the Community Development Department.

Examples of Duties

Ensure the regulations of construction work and/or conditions involving the development, use, and maintenance of land and structures to secure compliance with pertinent and related state-amended statutes and municipal codes. Assist with emergency operations and other enforcement and support efforts required to support the County building program.

Responsible for performing a full scope of assigned duties related to staff supervision, code enforcement, inspection process and plan review of residential, commercial, industrial buildings and other structures or facilities.

Oversee the enforcement of all provisions of the state building codes as adopted by the State Building Code Council comprised of the International Building Code, Fire Code, Mechanical, Uniform Plumbing, Accessibility Codes, Energy and other related state and local regulations and ordinances.

Recommend, develop, implement, and administer policies and procedures for effective and efficient operations. Develop and recommend code interpretations. 

Assists in the management of operations to achieve goals and objectives within allocated fund limitations and available personnel. Oversee inspections during construction, alteration, or repair for compliance with state and local codes and/or ordinances.

Responsible for assigning, training, supervising, and evaluating the work performance of assigned staff. 

Supervise and participate in the examination of plans and detailed specifications for compliance with State and local codes, standards, and ordinances. Analyze technical and complex building components and systems for compliant alternative materials or methods of construction.

Coordinate the resolution of inquiries, complaints, problems, or emergencies affecting the availability or quality of services. Respond to sensitive or complex inquiries or service complaints.

Travel and attend functions as directed.

 

Perform other duties as assigned.

Knowledge of:

Building department administration, legal aspects, budgeting, emergency operations including the Incident Command System (ICS) for active and post-incident review of earthquake damage (ATC-20) and flood damage (ATC-45) under the State WASafe/Washington Building Officials Emergency Response Program.  

Principles & practices of engineering criteria, including building, soil reports & foundation engineering reports prepared by registered professionals for plan review and construction purposes.
