National Park Service Facility Management Systems Specialist in Sedro Woolley, Washington

Summary Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately April of one year to the following March, and you will be in a non-pay status for the remainder of the year. Responsibilities Major Duties: - Operate/oversee the operation of a program system similar to FMSS system including, but not limited to asset identification and inventory including attached equipment/features, condition of assessment, cost estimating, work order generation, and life cycle information. - Complete training for and schedule annual and comprehensive assessments to meet required deadlines. - Calculate and update asset Current Replacement Value (CRV) using agency developed standardized methodology. - Complete the annual review, closeout and setup of numerous routine maintenance work orders for inclusion in the operational budget. - Prepare and present reports to management from databases similar to FMSS databases for operational, fiscal, and planning purposes. - Review and ensure accurate and timely records of staff are entered into databases similar to FMSS databases. - Provide support and guidance on all practical and technical aspects of databases similar to the FMSS database software meant to track facility management functions. Physical Demands: The work is primarily sedentary. Some work may involve travel to and attendance at meetings and conferences away from the work site. Some employees might carry light items such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort. Working Conditions:The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in such places as research facilities. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. . You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. If you are a new employee in the Federal government, you will be required to complete a one-year probationary period. Qualifications All qualifications must be met by the closing date of this announcement when the applicant pool is reached (which might be sooner than -05/29/2024). Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience equivalent to GS-7 level in the Federal service providing support and guidance for facility maintenance database and financial software used to track facility management functions for multiple locations. Specialized experience examples include: Work experience assisting smaller agencies or other organization's asset managers (base operating budget of $2M minimum) in the use of computerized asset management systems; assisting other employees involved in asset management in the appropriate use and problems in similar programs as FMSS computer program; monitoring the input of data of others for accuracy and completeness; working with all asset managers and asset management information users, within and outside of the agency or company, concerning computerized asset management issues. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree in an accredited college or university with a major study in engineering, industrial arts, property management, business administration or another field of study directly related to the duties of this position, or LL. B or J.D., if related. You MUST submit a copy of your transcripts. -OR- COMBINATION: Successful completion of a combination of education and experience as described above. For example, I have six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). You must include transcripts and hours per week worked in your resume. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior-ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
