WSP USA Transit Program Design Manager in Seattle, Washington
This Opportunity
WSP is currently initiating a search for a Transit Program Design Manager . This position will be required to sit in office 3-5 days a week in Seattle-WA . Be involved in projects with our Transportation Team and be a part of a growing organization that meets our client’s objectives and solves their challenges.
This role has been created to support some of the recent project wins and on-going pursuits in the Seattle transit and transportation market. Under general direction from and as delegated by the Client and WSP Program Leadership, manages and coordinates the activities for the civil engineering elements local transportation projects. This role would include serving as staff augmentation for our clients, providing design management and oversight of consultants, WSP staff, and agency staff delivering design services.
This position is contingent upon client approval, meaning that employment will be confirmed once our client has reviewed and approved the selected candidate.
Your Impact
Responsible for delivering and providing contract management for Final Design Consultant Design Services contracts on behalf of our clients.
Key link between Civil Designers, WSP Program Management team, and Agency partners.
Responsible for working with local AHJs and 3rd Parties, including the City of Seattle, through the permitting process.
Responsible for civil integration and interface management.
Responsible for the civil designer’s adherence to Requirements, Policies and Procedures and Design Package milestone submittal disposition.
Consults with other project leadership overseeing design and construction elements on any configuration changes or modifications to design requirements that impact scope, schedule, and/or budget within corresponding area(s).
Responsible for escalating proposed configuration changes and requirement modifications to the WSP and Client leadership.
Knowledge and advocacy of requirements and policies.
Promotes consistency across their project and acts as a liaison with other projects for consistency, standards, lessons, and approach.
Lead decision-maker for civil Design Management issue resolution within project team.
Oversees civil design coordination and approvals between third parties, AHJs, and the Client.
Acts as the internal liaison with other client departments.
Represents the Client for all civil design processes, approvals, and issues.
Accountable for completeness check of civil design packages at the start of the design milestone review process.
Accountable for civil design package disposition during the design milestone submission review process.
Coordinates with Functional Group staff to ensure thorough and complete design reviews and issue resolution in accordance with schedule objectives.
Manages the response to any civil-related Requests for Deviations and Specification Modification Requests.
Attends design workshops to address program requirements, needs, and issues.
Facilitates any value engineering, constructability reviews and design optimization sessions with, Designers and Contractors.
Accountable for ensuring inclusion of key sustainability objectives in the design documentation.
Accountable for ensuring that the FEIS Environmental Mitigation Commitments are integrated into the design.
Facilitates resolution of technical queries.
Deploys safety initiatives and actively identifies hazards, assesses risks, and implements appropriate controls to reduce risks to acceptable levels.
Ensures that preliminary hazard analyses (PHA) and threat and vulnerability assessments are performed, and the Critical Items List (CIL) is developed, documented, and updated, as necessary.
Who You Are
Required Qualifications
Bachelor’s degree in Civil Engineering, or a closely related field.
20+ years of experience in engineering design and construction that includes significant experience with project and contracts management experience, preferably in a rail or transit related environment; Or an equivalent combination of education and experience.
A Professional Engineer license issued by the State of Washington and/or Registration as professional engineer in another U.S. State.
Based in, or able to relocate, to the greater Puget Sound area.
Ability to work in office for a minimum of 3 days a week.
Up to date with industry engineering principles and practices of civil, structural and associated engineering issues for rail and light rail transit projects.
Well-defined knowledge of Transit industry project principles and practices including scope preparation, cost estimating, and budget preparation for multi-billion-dollar projects.
Well-defined knowledge of general Transit agency design requirements, contract documents, policies, procedures, and safety certification.
Experience with engineering consulting services and methods including reports, studies, cost estimates, plans, and specifications.
Experience with schedule management including baseline, milestones, and critical path management.
Knowledge of pertinent federal, state, and local laws, codes, and regulations as they apply to transit engineering programs and operations, including municipal codes, design, and construction standards and planning documents.
Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.
Occasional travel may be required depending on project-specific requirements.
Perform additional responsibilities as required by project needs.
Preferred Qualifications
Experience with civil, structural, and associated issues for rail projects.
Certification in Project Management or systems integration.

Compensation:
Expected Salary (all locations): $179,000 - $300,410
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
