The new Division of Campus Community Safety (DCCS) unifies front-line public safety units across the University for a holistic approach to campus community safety, innovation in approaches, and clarity in leadership responsibility and accountability. Key units include UW Emergency Management, SafeCampus and the Seattle campus UW Police Department. Division staff work daily in partnership with units across and outside the UW system to both create safer, welcoming campus environments, prepare for potential natural or human-made disasters, and respond appropriately to incidents.

Reporting to the UWEM Director, the Training and Exercise Manager of Emergency Management is responsible for developing, implementing, and managing comprehensive training programs and exercise initiatives to ensure emergency preparedness and resilience in the event of emergencies that impact the UW system. This involves collaborating across many functions of the university with key internal and external partners to create a robust emergency management training and exercise framework and functioning as a vital component in ensuring the university community is prepared to respond to and recover from any emergencies.

The UWEM Training and Exercise Manager will provide expert-level technical knowledge in the areas of institutional all-hazards crisis and disaster planning and disaster preparedness exercises. With this knowledge, the incumbent will be responsible for developing, implementing, and managing robust disaster preparedness training curriculum and realistic exercises (e.g., tabletop, functional and full-scale drills) that address potential emergency scenarios, including crisis, disaster, and emergency incidents, for the university community.

This position will work closely with a wide variety of internal and external parties and stakeholders, including UW staff, faculty, and students, committee groups, local emergency services, and governmental agencies. The incumbent must possess excellent verbal and written communication skills; be capable of motivating individuals, groups, departments, and units to take actionable steps in preparing for major crises; be adaptable to changing priorities; effective in collaborating with others and developing good working relationships with colleagues and stakeholders; and have a proven ability to exercise independent judgment and rapidly develop institutional knowledge of the University of Washington.

This position plays a vital role in the comprehensive, “all-hazards” emergency and disaster management planning efforts for the UW system, which includes developing and updating the University’s foundational plans for emergency preparedness; delivering individual and group training, workshops, table-top exercises, seminars, and drills; and distributing general materials to help campus communities and remote locations prepare for crises, disasters, and major emergency incidents. The UWEM team functions as the emergency management staff for the Seattle campus; facilitates enterprise-wide efforts when necessary and supports the UW Bothell and UW Tacoma teams in achieving program goals for preparation, training, and response. The UWEM team also supports plans and responses at remote UW locations as needed and convenes and manages the Weather Status Assessment Group

DUTIES AND RESPONSIBILITIES Emergency Management Training and Exercise Program Management (60%)

• Design, develop, and deliver regular emergency preparedness, response, recover, and mitigation training to the UW community, including the functional/full-scale annual required exercise in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP). • Ensure the necessary UW groups, such as the Incident Coordination Team (ICT) and EOC responders from key units, have the required skills to respond when activated. • Develop training and exercise outcomes; prepare and present after-action reports to identify strengths and areas for improvement; recommend actions based on the results, including follow-up training, if applicable. • Facilitate regular reviews and updates of UWEM training and exercise plans based on feedback, after-action reports, industry best practices. • Maintain accurate records of all training programs and exercises; ensure documentation is accessible and regularly updated. • Stay current and, where possible, incorporate industry best practices, trends, and innovations in emergency management.

Intra and Interagency Collaboration (30%)

• Work closely with university departments and stakeholders to ensure a coordinated approach to emergency preparedness through the delivery of robust emergency preparedness trainings and exercises. • Represent UWEM on various university-wide committees, work groups, task forces and/or serve as the UW representative on a number of local, regional, and national committees and professional organizations. • Foster a culture of preparedness through ongoing engagement and communication with the university community; ensure effective communication with internal and external stakeholders and agencies. • Assist the UWEM team in the development and revision of the university’s emergency management plans.

Other (10%)

• Share in "duty phone" emergency call coverage responsibilities with rest of UWEM team. • Share in Crisis Communications team response coverage with rest of UWEM team. • Other duties as assigned.

MINIMUM REQUIREMENTS

• Bachelor’s degree in relevant field such as emergency management, business continuity, public policy and administration, program management, environmental health and safety, and environmental planning and management; AND • Four years or more in some area of emergency preparedness, with an emphasis on training and/or exercise functions.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. DESIRED QUALIFICATIONS

• Completion of FEMA's Master Exercise Practitioner (MEP) Program or ability to obtain within 2 years. • Completion of the US Department of Homeland Security Exercise Evaluation Program (HSEEP) course or ability to obtain within 2 years. • Knowledge of the laws and regulations governing emergency management preferably in a university or large organizational setting. • Possession of a valid Washington State driver’s license or ability to obtain within 30 days of hire. • Proven experience developing and implementing emergency response exercises and training programs. • Strong organizational, analytical, and project management skills. • Excellent written and verbal communication abilities. • Proficient in the use of emergency management software and tools. • Ability to work collaboratively with diverse groups and build consensus.

WORKING CONDITIONS

• Option for hybrid in-person/remote work schedule, subject to leadership approval. • This position is essential personnel and therefore expected to work during periods of suspended operations, unless otherwise notified.
