The Title IX and Student Conduct Hearing and Project Specialist position will serve the Hearing Office and other offices of Compliance Services, performing and managing professional-level operational functions that are essential to unit and program responsibilities, projects, and operations. This position will facilitate and support the administration of hearings in student and employee conduct proceedings conducted under the Administrative Procedures Act and University policy, including complex and highly sensitive matters under Title IX, to ensure that procedural requirements are met and to serve as the front-line contact and communication conduit for all participants. In addition, this position will manage and complete projects for other offices of Compliance Services relating to, among other things, records and records management, reporting, data identification and analyses, processes and workflows, and other high-level or complex initiatives. This position will report to the Executive Director, Compliance Services, with day-to-day supervision delegated to the Hearing Officer and, as appropriate, to the heads of other identified Compliance Services programs.

The University’s student conduct and Title IX hearing proceedings are designed to provide a prompt, fair, and impartial process to protect the rights of participants and address the needs and interests of others involved. The Title IX and Student Conduct Hearing and Project Specialist will work with the Hearing Officer to implement the technical and operational requirements for administrative hearings in conduct proceedings at the University and be a direct communication conduit for participants. To do so, the employee will be expected to acquire detailed knowledge of certain procedural aspects and time frames of the University’s student conduct code and other University policies as they relate to hearing procedures, which is essential to the role, including assisting University partners and participants engaged in the process, coordinating and overseeing the scheduling and sequencing of the hearings themselves, and assessing for and recommending process improvements.

This position has University-wide visibility and responsibility for performing and managing professional level administrative and operational functions that are essential to the responsibilities, projects, and operations of the work of the Hearing Office and the programs within Compliance Services. This work has broad impact across units, departments, campuses, students, and employees.

DUTIES AND RESPONSIBILITIES Management and Operational Oversight - Hearing Office

• Manage the day-to-day operations of the Hearing Office and hearing proceedings. Develop administrative systems, document processes, and create standard operating procedures to support effective management of cases. • Develop metrics for measuring successful operations of the office and hearing proceedings. Assess findings and lead process improvement efforts. Regularly evaluate and assess processes and protocols to gauge effectiveness and pinpoint opportunities for refinement or enhancement. • In accordance with the Administrative Procedures Act and related policies and procedures, engage with the hearing officer to provide direct leadership in the extensive planning, organizing, managing, and monitoring regarding individual Title IX and other conduct cases and the conduct process overall. • Strategize, manage, and monitor the scheduling of hearings and related process steps, this requires: • Taking into account procedural timelines and in consideration of current and emerging priorities; • Identifying and managing the attendance of essential personnel; • Applying sound judgement and professional discretion in sharing of correspondence and documents; • Finding solutions that are acceptable to diverse groups with at times conflicting interests and needs; • Lead and direct communications related to hearing process. Draft, edit, and review procedural notices and email communications to participants in the Title IX and student conduct hearing process; ensure compliance and proper discretion in managing flow of communication and documentation. In serving as communication conduit for the hearing office, this position must apply sound independent judgement in framing sensitive, confidential, and high-impact communications • Applying expert knowledge of the principles of case file management, fully develop and manage case files to enable either an in-house or external hearing officer to prepare the case for administrative hearing; review documents and ensure completeness, accuracy, and compliance with requirements; formulate and implement strategies for completing all relevant documentation and ensure that case files are complete at the time of closure; • Develop, refine, and operate an effective system for managing and retaining records of administrative hearings consistent with APA and other requirements; • Independently review and analyze incoming case materials for potential conflict of interest, ex parte communication, and other confidential matters; apply sound, independent judgement and knowledge of hearing protocol, student code of conduct and other relevant policies to flag potential concerns to address directly or escalate, as appropriate; • Manage direct contact with witness participants as well as assisting the hearing officer in communications with hearing participants, utilizing professional, developmentally appropriate, and expedient communication skills to inform and prepare witnesses and other process participants; Use and adapt to various technologies, systems, software and other tools to enable witnesses participation; • Attend all hearings and independently manage logistics and technology needed to run hearing processes, particularly during hearings, to prevent access problems, mitigate risks and disruptions, and ensure compliance with the APA and other requirements; • Engage in communications and collaboration with University process partners regarding the Title IX and student conduct hearing process; • Provide assistance and expertise to all areas of the University in need of information regarding the administrative hearing process and related student and employee conduct matters.

Project Management - Compliance Services

• Lead strategic project and program planning activities for the Investigations Office, Office of the Title IX Coordinator, the Hearing Office and Privacy. • Manage projects for CRS initiatives with a focus on the Investigations Office, Office of the Title IX Coordinator, the Hearing Office, and Privacy; • Lead assigned efforts in mapping and revising complex University processes and practices in collaboration with colleagues to advance enterprise-wide change management, decision-making, and continuous improvement, including creating and managing plans to operationalize recommendations from audits and external reviews. • Independently plan, prioritize, manage and complete short- and long-term unit and office projects, including, but not limited to, assignments relating to data and document identification, organization, and storage, ad hoc and annual reporting, data compilation and analyses, records retention and management, and other identified project needs and initiatives in Compliance Services at the direction of the Executive Director, Compliance Services or her designee. With minimal direction provided by the Executive Director, the position will be expected to: 1) create and implement project plans, and other planning materials 2) assist in the definition of project scope and objectives, involving all relevant stakeholders 3) identify and document areas of potential process weakness/risk and communicate these issues effectively and thoughtfully 4) set deadlines, assign responsibilities and monitor and summarize project progress 5) advise, manage and contribute regularly to multiple teams across the UW and external stakeholders; coordinate meetings between staff, consulting partners and user groups 6) conduct feasibility research, engaging with key technical contacts and subject-matter experts 7) prepare reports for the Executive Director and other CRS leadership regarding project status 8) track progress performance, specifically as they pertain to project goals 9) support internal and external communication plan at all stages of the project; document decision-making and ensure business continuity

NOTE: Other specific special projects are in development and emerging; this position will need to remain nimble and pivot to meet Compliance Services needs and prioritize/reprioritize as needed.

• Provide other technical assistance and operational support at the direction of the Executive Director, Compliance Services or her designee; and • Perform other duties and projects as assigned.

MINIMUM REQUIREMENTS

Bachelor’s degree and at least three years of demonstrated success working in a complex environment.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

• Demonstrated ability to exercise independent judgment, critical thinking, and discretion in the handling of important communications and materials; • Demonstrated experience with comprehensively and effectively composing documents, ranging from emails and letters to reports, memorandums, and other correspondence; • Ability to interact with others tactfully and helpfully and maintain a calm manner in stressful situations while maintaining neutrality; • Ability to communicate clearly and to adapt communication styles and approaches based on the type of work and audience involved; • Ability to proofread for grammar and accuracy and to edit for clarity; • Ability to independently manage tasks, capacity, and workload, tracking a variety of responsibilities in supporting multiple teams, and to accurately assess and communicate one’s own work capacity; • Excellent working knowledge of Microsoft Office Suite (Outlook, Word and Excel) and Adobe Acrobat software; • Ability to quickly learn and adapt to new workflows, processes, and systems; • Demonstrates initiative and problem-solving skills when faced with issues and escalates after attempts have been made to solve; and • Strong organizational skills and efficient work habits
