This position has a salary range of $114,000 to $123,120 annualized ($9,500 - $10,260 monthly), along with great employment benefits and competitive total compensation incentives.

The Team: The Ocean Engineering (OE) Department designs, builds, tests, and deploys custom equipment for oceanographic research, marine renewable energy, marine robotics, subsea acoustic instrumentation, and other basic and applied science efforts. The OE department is a long-standing resource for scientists, R&D organizations, and the U.S. Navy by delivering technology and expertise from the design phase through at-sea deployment of custom, one-of-a-kind scientific instruments and systems. As a member of the OE department, your work will be deployed above and below the world's oceans, glaciers, and other harsh, remote environments across the globe.

Technical Project Manager Responsibilities: The OE department is seeking a Technical Project Manager to help execute the creation of world-class basic and applied ocean engineering projects to solve important and challenging problems. The successful candidate will be part of the OE department management team helping Principal Investigators (PI) run engineering efforts to design, build, install, and maintain complex, medium to large-scale ocean systems and scientific instrumentation. Working closely with PIs and the engineering team, the person hired will be responsible for all phases of project management including contracting, budgeting, schedule maintenance, and overall reporting. The ideal candidate will have experience in medium to large-scale engineering projects. Experience with ocean engineering projects is also extremely helpful but not required.

The successful candidate will operate with delegated authority in this position and will be responsible for working with PIs and teams of experienced engineers who are designing, building, and deploying complex ocean-based systems in harsh environments. The incumbent should have demonstrated engineering project management of complex projects of moderate to large scale experience, ensuring timely completion of deliverables within the established budget, and coordinating analysis post-delivery. Working in collaboration with the Principal Investigator (PI) and engineering teams the incumbent will perform the following duties and responsibilities:

Engineering Support: • Uses broad engineering knowledge and expertise to perform analysis of project alternatives for Principal Investigators on key technical decisions, as needed throughout the projects. Designs approaches and consults on high-risk developments that require novel and innovative project management solutions. • Engages deeply in the technical aspects of the project including complex electrical-mechanical systems, embedded software development, and challenges of at-sea deployment and recovery. • Performs research to support novel technical solutions to issues as they arise during the project. • Support the development of detailed deployment plans for complex ocean-going systems and scientific instruments. • Provides team leadership while supporting at-sea field operations, including solving challenging engineering problems in a timely manner as unexpected issues arise during operations. • Ensures best engineering practices are consistently used throughout the program and that systems are fully and consistently documented. • Grows technical skills of the team through mentorship.

Project Management: • Works with researchers and engineers to develop detailed work plans, Gantt charts, and schedules for individual research projects. • Engages researchers and engineers in project meetings to track internal progress and supply chain lead times against work plans, schedules, and budgets. • Puts measures in place to determine scope creep and delivery delays, and identify, and escalate risks throughout the project timeline. • Consolidates project-specific work plans and timelines into a department-wide workload tracking system, and keeps this system up to date. • Maintains an understanding of the active projects within the OE department and their progress, and makes decisions on project prioritization, resource allocation, and associated trade-offs with department leadership. • Works with the engineering team to prepare detailed, resource-loaded project schedules across all phases. • Develop strategies and systems to monitor and track progress, maintain an updated working schedule and adjust as needed, and lead effective decision-making, ensuring that technical details are considered appropriately and decisions facilitate product quality and timely delivery. • Performs schedule analysis including identifying critical paths and proposing mitigation strategies to execute program milestones. • Organizes and runs internal and external programmatic meetings and formal reviews. • Actively participates in routine conference calls and meetings to apprise the project teams of progress; communicates issues, risks, and possible mitigation strategies.

Budget Management and Contracts: • Manages various budgets, and prepares detailed project budgets supported by the basis of estimates from the engineering team. • Uses financial tools to create updated budget reports to be used by the management team and sponsors to track program progress. Performs short- and long-range modeling, complex analysis, and ad hoc reporting as needed. Escalates risks, issues, key decisions, etc. to the PIs; documents these items; manages risks and issues as needed. • Assembles required status and budget reports as needed for sponsors, and ensures timely submission. • Prepares Request for Quote (RFQ) documentation for multiple multimillion-dollar acquisitions. • Executes RFQ process by analyzing responses to contract negotiation and award. • Manages contracts through full execution including the requirement and change management process. • Manages the reporting and billing milestone process with vendors.

Requirements: A Bachelor’s degree in Engineering, Science, Business, or a related field, and 4-5 years of related experience.

• Excellent communication and project and time management skills, including an ability to balance multiple projects under tight deadlines. • Expertise in managing stakeholders to scope, timelines, and key decisions. • Proficient with Microsoft Office and Project Management software tools.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. While not required, you’ll stand out if you have: • Experience in an R&D or engineering environment. • Project Management Professional (PMP) certification or similar. • Familiarity with budgets and financial models. • A passion for science and engineering.
