Job Summary The Talent Acquisition Manager is responsible for managing the full cycle recruiting functions to effectively attract and retain high performing employees in alignment with CareOregon's mission and objectives. Core areas of focus include program and policy oversight, technical management, communications, education, and staff management. This position spans all CareOregon business groups and affiliates. Essential Responsibilities Program and Policy Oversight Lead the organization's staffing, sourcing, and recruitment functions and strategies in alignment with the organizational mission, vision, and strategic objectives. Develop, implement, and oversee effective policies, practices, and processes; collaborate with compensation, benefits, talent development, and other internal stakeholder groups to ensure integration. Monitor program effectiveness and lead process improvement, utilizing metrics, quantitative data, and subjective data to help inform decisions. Monitor external trends and legislation to ensure competitive and attractive employment practices, as well as legal compliance and risk mitigation; provide guidance to staff on interpretation and application within the organization. Liaise with equity staff on actions to develop and promote diversity in our talent pool and equitable recruitment and selection processes. Develop talent acquisition strategies in collaboration with the Director of Talent and OD; participate in the People & Culture department's strategic planning process. Propose program design and costing recommendations to the Director of Talent and OD and company officers where executive decisions and/or additional resources are required. Ensure adherence to budget for areas of responsibility; implement approved budget changes and cost savings activities. Technical Management Guide talent acquisition staff in the daily administration of full-cycle services. Oversee current staffing needs and produce forecasts based on business activity. Establish and maintain relationships with institutions of higher learning, professional organizations, diversity organizations, etc. to help create a talent pipeline. Ensure talent acquisition staff source, network with, and proactively reach out to minorities, female candidates, veterans, people with disabilities and other under-represented groups. Lead employment branding initiatives. Take steps to ensure a positive candidate experience. Serve as subject matter expert and lead efforts to optimize utilization of the Applicant Tracking System. Organize and/or attend career fairs, assessment centers or other events. Provide technical guidance and problem solving with managers, employees, and People & Culture team members.
