We are currently seeking a talented and motivated System Engineer II for a temporary and Full Time position.

Job Summary:

This position provides regional IT systems administration and support for a federal government agency, as part of the Office of the Chief Information Officer staff. Position involves some systems engineering, systems administration, and network operations as well as HSPD-12 Personnel Identify Verification (PIV) card administration, as well as desk side customer support. Selectee will work as the senior member of a small on-site support team, providing feedback and responding to instructions from the regional federal leadership as well as contractor and OCIO leadership. Ability to function within a multi-faceted team, responding to requests from several groups at the same time will be key to your success.

Essential Functions:User Management and Support

  • Manage network user accounts, mailboxes, user profiles and home directories as required by the OCIO

  • Follow and enforce the account management policies and procedures established by the OCIO

  • Record customer incidents and service requests using the OCIO Service Desk case management system

  • Ticket resolution (service and incident requests) shall be resolved within established service levels

  • Provide initial contact, triage, trouble shooting, and resolution of technical issues brought to the attention of the IT Department in the Regional Office

  • Provide one-on-one desk side coach assistance to end-users on the standard core applications

Desktop Provisioning

  • Perform on-demand PC provisioning

  • Perform hardware installations, moves, adds, and changes (IMACs).

HSPD-12 / PIV-II / ID Cards

  • Enrollment and Issuance Officer –Responsible for collecting employees’ biometric and biographic data to be stored in the PIV-II System. This includes reviewing, validating, scanning and saving identity documents (e.g. driver’s license, passport, etc.), taking the employee’s digital photo and capturing the employee’s fingerprints electronically

User Telecommunications Support

  • Provide basic troubleshooting to telephone users and on-site basic supports to OCIO telecommunications specialist (for example, verify modem connectivity, re-seat circuit cards, and establish phone network connections).

  • Place new telephones on desks and connect phone lines to jacks.

  • Perform basic voicemail maintenance tasks (for example, resetting voicemail passwords or rebooting the server if necessary)

User Support Travel

  • Travel to other Regional Offices for the purpose of cross training, perform PIV-II enrollment and issuance and providing specific IT support to users in satellite offices as needed

User Support Performance Reporting

  • Prepare a daily operational status, and a weekly summary performance report noting accomplishments, risk and mitigation plan, upcoming activities for the next week, and unresolved technical problems

General IT Operations Tasks:System Administration

  • Maintain, monitor and troubleshoot the Local Area Network (LAN) OE

  • Perform system backups following established schedules and procedures for tape labeling; data integrity and protection; tape retention and rotation to an off-site facility; tape testing for media usability and accuracy; perform data restoration as needed

  • Perform system integration activities as new systems or components are added to the LAN OE

  • Install, maintain, troubleshoot and repair, as needed, all hardware and peripherals. (i.e. PCs, servers, switches, routers, printers, scanners, tape library, etc.)

  • Adjust policies and thresholds for server monitoring, and react to system alerts

Data Center Management

  • Develop and maintain online documentation related to the entire infrastructure that supports the local Data Center

  • Design, develop, and implement procedures to automate routine operational functions, following OCIO standards and procedures

  • Manage, maintain, and document cabling associated with the local Data Center infrastructure

  • Work with the OCIO and/or the Regional Administrator to define, develop, and establish disaster recovery plans that comply with the organization COOP

  • All documentation generated shall be readily available online, and a printed copy of the documentation shall be stored in a safe location identified by the IT Manager

Configuration Management

  • Maintain established segregated environments (with appropriate controls) for development, user acceptance, quality assurance and production

  • Comply with established configuration and change management procedures prior to, during and after any changes are committed to the LAN OE

  • Follow the OCIO software/hardware certification process before any software or hardware is added or introduced to the LAN OE

Print Services

  • Follow policies and procedures to install, securely configure and test printers and multi-function printing devices and the related print queues on the print servers

  • Following the configuration and change management procedures, maintain firmware current on printer devices, and printer drivers current on the print servers.

  • Document all network printer configurations to include at a minimum: allocated IP address, printer model and type, share name, administrative password (if applicable)

Asset Lifecycle Management

  • Maintain an up-to-date and accurate Data Center, PCs, Infrastructure and printers asset inventory. The inventory data shall be readily available online in the Configuration Management Database

  • Follow department policies and procedures for asset labeling, inventory, sanitization and decommissioning

Continuity of Operations (COOP)

  • Support Regional Continuity of Operations Plans (COOP)

  • Perform planning, testing and execution of tasks related to reestablishing operational status in the event of a declared emergency in the Regional Office site

IT security compliance support

  • Provide necessary support and documentation to any IT audit sponsored by the Office of Inspector General, General Account Office or any other authorized auditor.

  • Follow and enforce the policies and procedures as described and applicable in the OCIO Computer Security Handbook, NIST 800-53 current version, General Schedule 24

WebEx and Video-Teleconferencing (VTC)

  • Provide necessary support for Web-ex and Video-Teleconferencing capabilities as requested

General IT Support Travel

  • Travel to the satellite offices in the region for the purposes of general IT support

Region-specific IT Operations Tasks:User Management and Support Services of dedicated LAN

  • Perform LAN administration tasks such as network account management, server backup and recovery, hardware/software installation and configuration, performance monitoring, and troubleshooting

  • Follow and enforce the account management policies and procedures established by National Office

  • Provide general hardware and software support to internal end users by telephone and in person; in support of the dedicated LAN

  • Provide initial contact, triage, trouble shooting, and resolution of technical issues brought to the attention of the IT Department in the Regional Office

  • Provide one-on-one desk side coach assistance to end-users on the standard core applications used on the dedicated LAN

TBD Additional Telecom / PBX support

Travel: Periodic travel as requested by the government customer may be required, typically to provide support for department customers or infrastructure, up to four hours' drive away. Travel expenses will be reimbursed at the applicable government rate.

After-Hours: Infrequent after-hours work in support of system maintenance, infrastructure repairs, hardware replacement, etc. may be required.

Education & Experience:

  • Bachelor's degree in a computer support-related field

  • Required: MCSE (Infrastructure) certification

  • At least 5 years of current or relevant experience

Knowledge Requirements:

  • In-depth knowledge of Microsoft Enterprise architectures, systems, and services

  • In-depth knowledge of network infrastructure and components, especially within an enterprise technology

  • Knowledge of HSPD-12 (USAccess) PIV systems and their administration. Selectee will function as the sole site PIV administrator
