Deputy Assistant Secretary for Information and Technology Supervisory IT Specialist in Seattle, Washington

Summary This position is located within the Office of Information & Technology (OIT), End User Services (EUS), District Operations, at a Veterans Administration duty location within the U.S. The incumbent serves as a primary advisor and point of contact to the Area senior IT executive manager and management officials on information management (IM) issues and IT projects under development or planned for the serviced organization(s). Responsibilities Exercises full technical administrative responsibilities for planning, developing, implementing, executing, and evaluating the Information Technology (IT) Program. Manages the provision of the full range of Information Mission Area (IMA) services to include automation, communications, etc. Develops IT and IM service related operating procedures and policy. Identifies technology opportunities that will have a significant effect on the ability to support the customer base and perform the mission, maintaining a set of information and technology priorities, initiatives, and activities that strike an appropriate balance among competing demands. Develops and executes IM Program goals and objectives, including strategic planning, short range and multi-year IM master plans to meet and forecast requirements and IT for all elements. Ensures that the life cycle of information and associated IT assets, to include collection, processing, storage and disposal, is effectively managed and integrated. Develops and executes a customer service training and evaluation program. Monitors customer satisfaction, trouble ticket resolution and other data as needed to determine effectiveness of the program. Performs financial management and oversight of the IM Program, to include responsibility for resources budgeting, programming, and execution related to provision of IT services. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work. Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service. AND Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance). Planning & Evaluating - Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities. Leadership - Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Technology Awareness - Knowledge of developments and new applications of information technology (hardware, software telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements. Communications - Ability to establish and maintain effective communications and working relationships with persons of diverse backgrounds and educational levels both within and outside the organization which contribute to the successful attainment of goals and customer requirements. Specialized Experience: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience identifying and breaking down problems using structured problem resolution approaches; and working with network specialists, applications developers, system administrators and security specialists to identify root cause and prevent recurring problems. Experience planning and delivery of technical support services, including troubleshooting, installation, removal, moves, systems knowledge assistance and/or training in response to customer requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
