Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Learn more Responsibilities The social worker serves as a clinical social worker for the PRRC Program at the Seattle Division(s) of the VA Puget Sound Health Care System. The social worker's primary duties involve provision of individual, group and family psychotherapy and advanced level case management interventions used in the treatment of Veterans with a wide array of mental health diagnoses including but not limited to anxiety, mood and adjustment disorders, psychotic disorders, polytrauma injuries, spinal cord injuries, traumatic brain injuries, visual impairment, post-traumatic stress disorder, substance use disorders, and other serious mental health disorders. Duties will include: Provides comprehensive mental health and psychosocial assessment and diagnostic services for Veterans with a broad range of mental health issues receiving care within the Seattle PRRC , including services for patients with complex psychopathology and psychosocial needs requiring advanced diagnostic and intervention skills. Demonstrates expertise in using and contemporary interview and psychometric assessment methods for mental disorders and/or behavioral health conditions. Provides education to patients and family members regarding mental disorders and best practices approaches to treatment. Provides evidence-based psychotherapeutic interventions as indicated and appropriate for the specific job setting and duties of the social worker, which may include individual, family, and group psychotherapy and psychoeducation. Provides consultation to health care providers about assessment findings and treatment plan for patients to ensure that care is coordinated, collaborative, and integrated within the Medical Center. Develops, implements, and documents the mental health treatment plan for an assigned caseload of patients, as indicated and appropriate for the specific job setting and duties of the social worker. Coordinates community-based services, including information and referral for additional services from other VA programs, other government programs, and community agencies. Possesses general knowledge of Veterans' benefits and services relating to special programs, service connected compensation, and non-service connected pension. Independently collaborates in identifying and addressing ethical issues that impact patients and staff, including initiating and participating in ethical consultations. Develops working relationships with the community and VA providers to whom referrals are most often made and becomes knowledgeable with what community and VA resources are available to Veterans (i.e., related to housing, work readiness, food, financial, independent living skills, leisure skills, social, healthy living resources). Refers Veterans to a wide variety of community and VA housing resources, maintains the relationships with those respective facilities/agencies, facilitates inter agency communication and care conferences as needed and provides discharge planning for Veterans that maintains a continuity of care. Complies with all Service Line documentation requirements, including standards for timely completion of CPRS patient contact notes, use of required documentation templates, clinical reminders, treatment plans, and risk assessment protocols. At the GS-11 level, social workers are licensed and function independently as a member of the Mental Health Service. Social workers at this grade additionally assume independent professional responsibility for their clinical assessment findings, patient care decisions, and documentation. Assists the Team Leader and/or Program Director in the design, development, and implementation of clinical assessment and/or intervention programs. Assists the Team Leader and/or Program Director in the execution of ongoing program evaluation and data-driven quality improvement projects to monitor the effectiveness of the clinical program. Facilitates liaisons with other health care programs in order to effectively coordinate services. Attends and participates in administrative and informational meetings held by the Social Work Director/Deputy Director, Service Line Leader (or designee), Chief of Staff, and/or Facility Director. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Social Workers must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Unofficial transcripts(s) are acceptable Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. For appointments at the GS-9 grade level, VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within three years of their appointment as a social worker. Most states require two years of post-MSW experience as a prerequisite to taking the licensure/certification exam, and VHA gives social workers one additional year to pass the licensure/certification exam. In states such as California, Washington, and others where the prerequisites for licensure exceed two years, social workers must become licensed at the independent, master's level within one year of meeting the full state prerequisites for licensure. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to work with Veterans and family members from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds utilizing counseling skills. Ability to assess the psychosocial functioning and needs of Veterans and their family members, and to formulate and implement a treatment plan, identifying the Veterans problems, strengths, weaknesses, coping skills, and assistance needed. Ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques. Ability to establish and maintain effective working relationships and communicate with clients, staff, and representatives of community agencies. Fundamental knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology. GS-11 Grade Determination: Experience and Licensure: Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience) and licensure or certification in a state at the independent practice level; OR Education. In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting. Knowledge, Skills, and Abilities: In addition to the experience above, candidates must demonstrate all of the following KSAs: Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services. Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.
