The Department Of Medicine: Hematology & Oncology has an outstanding opportunity for a Senior Human Resources Manager to join their team. POSITION PURPOSE The Division of Hematology and Oncology is a large, complex Division in the Department of Medicine with approximately 700 faculty, fellows and staff spread across 11 campuses including the University of Washington (UW), Fred Hutch Cancer Care (FHCC) community, VA Puget Sound Health Care System, Harborview Medical Center, Bloodworks Northwest, and Washington Insititute of Coagulation. With an annual operating budget of $22 million, the Division is made up of 11 hematology and oncology disease programs and multiple labs, conducting basic, translational, and clinical research. At any given time, the Division has over 150 open studies with over 2,300 enrollees, which generate critical research funding and discovery mechanisms as well as bringing much-needed investigational treatments to hematologic and oncology patients with few or no other options. The Division has as its primary mission: to improve classical hematology and cancer care by moving discoveries made in the laboratory to a clinical setting and finding new and innovative ways to use existing therapies. Our vision is to be national leaders in hematologic and oncology translational medicine.
The Senior Human Resources Manager provides leadership for the staff Human Resources program in the Division of Hematology and Oncology. This position fulfills a critical role in the central management of the Division as it has substantial responsibility for exercising discretion and independent judgment in effecting and executing staff personnel functions; such as, recruitment and hiring, employee and labor relations, compensation, and performance management.
DUTIES AND RESPONSIBILITIES Staff Human Resource Administration
Serve as primary Division HR liaison and work closely with Campus HR partners and Department HR team on a full spectrum HR issues, in consultation with Assoc Administrator for HR and Ops.
Lead the management of HR policies and processes involving new staff appointments, position reviews, leave management, performance management, recruitment, compensation and retention, conflict resolution, and organizational structure.
Advise and train hiring managers on hiring policies, recruitment strategies and position classifications.
Oversee the management of position review/reclassifications and compensation actions including in-grade adjustments, TPIs, and TSIs.
Implement and manage HR annual Workplan.
Analyze and report on HR metrics related to recruitment and compensation. Research and review salary levels and compare for equity within the Division, Department, School of Medicine and University overall. Make recommendations to Division leadership for improvement of department human resource policies, procedures, and practices.
Develop, manage and update Division’s HR Sharepoint content, researching and evaluating information to ensure accuracy and usefulness to the user audiences.
Work with campus and department HR operations to ensure administration of leave and accommodation practices align with University policies and state and federal laws and regulations.
Manage complex leave and accommodation matters and provide guidance to HR and operations staff regarding policy implementation and compliance.
Lead the development, implementation and maintenance of the HR Policy Guide and make recommendations to Division leadership for improvement of department human resource policies, procedures, and practices.
Participate in Division leadership meetings and in the implementation of the department's goals, making recommendations on strategic HR business needs.
Ensure compliance for all employees in regards with HIPAA, privacy forms, and other compliance.Employee & Labor Relations
Under the guidance of the Associate Administrator of Human Resources and Operations, be the primary division contact for HR policies, complaint or conflict resolution management and corrective actions.
Be the primary contact for managers and supervisors on organizational matters, performance and corrective issues, and equitable labor practices. Provide coaching on managing difficult conversations.
Conduct thorough investigations into employee complaints related to workplace issues such as harassment, discrimination, or violations of University or School policy.
Ensure adherence to all applicable labor laws and regulations, advising management on compliance and mitigating potential legal risks related to employee relations.
Represent Division HR in formal dispute resolution processes, including mediation and arbitration hearings, to resolve labor disputes and/or allegations of unfair labor practices.
Meet with managers and employees regarding highly charged situations, and guide them through the resolution processes. Act as mediator in employee disputes that do not require escalation, and determine whether or not any given situation does require escalation.
Provide guidance to managers and employees on the interpretation of labor contracts and provide guidance to all Division managers to explore career development/mentoring opportunities for staff.Supervision
Supervise and mentor HR Manager, assigning tasks and providing performance feedback.
Train, coach and evaluate HR staff in the implementation of their assigned duties and responsibilities.
Establish professional development plans with members of the HR team.DEI, Special Projects and Other Duties as Assigned
Integrate DEI best practices into hiring, salary review, raises, promotions, and other HR processes.
Plan and manage regular training and professional development opportunities for HEM-ONC employees in collaboration with HEM-ONC Leadership Teams and DEI Strategy team.
Assist with Diversity, Equity, and Inclusion Employee Engagement Collective focused on employee recruitment and retention strategies.
Collaborate with the Collective and with the Leadership Team to identify ways to recognize significant staff contributions, coordinate service award submissions and employee recognition events.
Other special projects and duties as needed. MINIMUM REQUIREMENTS
Bachelor's Degree in Human Resources, Business, Organizational Development or related discipline; and 3 years’ HR Management experience with progressive responsibility in an academic or healthcare environment at a diverse, complex, multi-faceted organization. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS
Prior experience managing employee relations with a dynamic workforce including multiple position classifications.
Strong relationship building skills.
Ability to handle confidential information with tact, discretion, and diplomacy, and to maintain strict confidentiality.
Excellent written and verbal communication skills, and strong interpersonal skills; ability to maintain a professional demeanor at all times.
Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.
Exhibit a proactive, service-oriented manner in handling HR matters.
Ability to work independently and as part of a team, manage priorities, multi-task, problem solve and exercise good judgment in a dynamic and deadline-driven environment.

Professional level competency with general MS Office applications, e.g, Word, Excel, Power Point, Outlook, and ability to learn new software applications as necessary to do the job.
Highly organized, demonstrate ability to multitask in a consistently fast-paced environment in an organized and efficient manner. Self-motivated, flexible, creative, ability to prioritize and be solutions orientated. DESIRED QUALIFICATIONS
Prior labor relations experience advising managers and contract-classified employees.
Knowledge and familiarity with UW, State, and Federal HR policies and laws.
Prior experience working with Workday as an HR Partner or Initiate.
