JOB DEFINITION:

Participate on the housing program senior leadership team and help direct work of department. Oversee all aspects of some of DESC's Supportive Housing and Entry Services projects, including direct supervision of some project managers. Oversee, in collaboration with the Housing Program senior leadership team and Housing and Entry Services project managers, implementation of staffing plans and supervision, support service delivery, property management and contract compliance activities, and coordination with facilities maintenance activities. Work closely with other DESC programs to assure successful coordination of care and promotion of recovery to the highest degree possible.

MAJOR DUTIES AND RESPONSIBILITIES

Supervision, Training and Operations

  • Participate in oversight of DESC supportive housing and entry services projects, including full direct oversight of some projects.

  • Educate project management staff regarding agency policies and procedures and monitor for compliance.

  • Maintain a system for training staff in all core competencies and supporting supervisory staff in providing same.

  • Assist with planning, implementation, operation and evaluation of DESC Housing Program, in congruence with principles of Housing First and Harm Reduction.

  • Provide direct supervision of some housing program project managers, and indirect supervision of relevant housing program staff.

  • Participate in hiring, orientation, supervision, and evaluation of staff.

  • Collaborate with Housing Program Leadership Team to ensure program continuity, contract compliance, staffing, and professional development of housing staff.

  • Maintain strong knowledge of DESC personnel policies, procedures and collective bargaining agreement. Assure compliance with same.

  • Assist with DESC training and staff development activities.

  • Oversee the development of and compliance with operating procedures and duties for project staff under your supervision and the development and oversight of program guidelines for resident safety and security.

  • Oversee activities related to project operations, property management and compliance activities.

  • Oversee delivery of housing support services and case management

Contract Compliance and Quality Assurance

  • Maintain familiarity with relevant contract, regulatory and procedural requirements associated with project operations and maintain high performance standards.

  • Write and refine procedures as needed, in conjunction with Director of Housing Programs and senior managers.

  • Participate as a regular member of standing agency and ad hoc committees as assigned by Director of Housing Programs.

  • Plan and coordinate program audits and site visits by funding and regulatory bodies.

  • Resolve client complaints and grievances.

  • As directed, represent DESC at external meetings.

  • Assure implementation of program development in congruence with principles of recovery-based services.

Service Coordination and Program Management

  • Coordinate with all DESC programs to assure successful transition into supportive housing for clients and ensure effective coordination of care for clients across DESC programs.

  • Establish and maintain positive relationships with relevant community members and organizations. Participate in relevant neighborhood groups as assigned.

Recruitment and Hiring

  • Participate in overseeing hiring and recruitment processes that retain and sustain a diverse and competent staff.

  • Coordinate with Human Resources staff to advertise and conduct hiring in a consistent, effective and cost-efficient manner.

  • Maintain familiarity with agency policies and procedures and assure adherence to these procedures. Identify need, and assist in development and modification to procedures.

Requirements

MINIMUM QUALIFICATIONS

  • Master’s degree in social or behavioral science or public administration strongly preferred; relevant Bachelor's degree required.

  • Minimum of 3 years experience providing services to chronically homeless adult population.

  • 2 years supervisory experience in social service setting with staff providing direct services to clients.

  • Previous DESC supervisory experience preferred.

  • Program/Project Management experience preferred.

  • Excellent written and oral communication skills, including ability to articulate complex concepts.

  • Demonstrated skill in helping staff deal successfully with challenging and/or unpleasant situations during and after such events.

  • Ability to communicate and work effectively with staff from various backgrounds.

  • Ability to work effectively with clients displaying a wide range of unpleasant and/or bizarre behavior.

  • Subscribe to the philosophy of cooperation and continuity across programs and of consideration and respect for clients.

  • Commitment to working in a Housing First context.

Salary Description

$120,443.04 - $136,279.68 annually
