Washington Sea Grant (WSG) has an exciting opportunity for a Resilience Fellowship Specialist who will support program development, administration, and technical advising for WSG’s new Coastal Resilience Fellowship program. The Resilience Fellowship Specialist will work closely with the Washington Sea Grant Coastal Resilience team, the Washington State Department of Ecology Shorelands and Environmental Assistance program and the Washington State interagency Coastal Hazards Organizational Resilience Team (COHORT) to develop the fellowship program to strategically increase local capacity in support of coastal community resilience. The Resilience Fellowship Specialist will engage and recruit fellowship host organizations (e.g. local governments, non-profits, and tribes) and provide co-mentorship to WSG Coastal Resilience Fellows. Reporting to the Fellowships and Research Lead, the Resilience Fellowship Specialist works collaboratively with WSG team members and external program partners to develop, coordinate, implement, and evaluate WSG’s Coastal Resilience Fellowship program and provides services to WSG applicants, fellows, alumni and host organizations.

POSITION COMPLEXITIES

WSG supports seven different fellowship programs serving undergraduate, graduate, and postgraduate students. The Resilience Fellowship Specialist will regularly engage in proactive communication and collaboration with a wide range of individuals and organizations to ensure effective development and implementation of a brand new WSG Coastal Resilience Fellowship program.

All of Washington Sea Grant’s fellowship programs share the following goals:

• Encourage qualified students and postgraduates in Washington to pursue careers in marine and coastal science and/or policy; • Increase available expertise and capacity at partnering agencies and organizations in Washington relevant to the use, management, and conservation of coastal and marine resources; • Foster relationships between WSG and state and tribal natural resource agencies and other host organizations; • Provide mentorship and real-world experience that helps to accelerate participants’ career development; and • Expand the diversity and representation of coastal and marine professionals in Washington with a focus on diversity, equity, inclusion, and environmental justice.

POSITION DIMENSIONS AND IMPACT TO THE UNIVERSITY

WSG is housed within the UW College of the Environment and is a unique unit with federally designated responsibilities for all of Washington to support ocean-related research, education, outreach, and communications. WSG serves the state and the region by providing technical assistance to coastal users and managers, engaging the public in activities that promote ecosystem health, educating students of all ages, and encouraging science-based solutions to marine issues. As part of the WSG staff and through the position’s unique operational and coordination duties, the Resilience Fellowship Specialist has the potential to connect hundreds of Washington residents with UW centers, faculty, students and other university resources.

The Resilience Fellowship Specialist will play a role in ensuring that these areas of transformation are consistently represented in services and programming produced by the fellowships and workforce development team.

DUTIES AND RESPONSIBILITIES

A major initial responsibility of the Resilience Fellowship Specialist will be to develop guidelines for a new Washington Sea Grant Resilience Fellowship program that will link the skills, expertise, and innovation of recent master or PhD level graduates with the coastal resilience project needs of Washington’s rural coastal communities as represented by local governments, tribes, and non-profit organizations.

25% - Fellowship Program Development and Promotion • Collaborate with internal and external partners to develop, launch, and continuously improve the WSG Resilience Fellowship Program. • Develop and implement innovative approaches to engage and recruit graduate students and to promote participation in the Resilience Fellowship program by students from groups that are traditionally underrepresented in marine and environmental careers. • Cultivate diverse individual and institutional partnerships that support fellowship program implementation.

40% - Mentorship, Engagement & Professional Development • Foster a welcoming, engaging, fun and inclusive environment for program fellows and their community-based host organizations. • Provide mentorship to fellows to support successful implementation of their fellowship projects. • Work with fellowship host organizations and other program partners to scope and develop fellowship projects. • Identify and design professional development, mentoring, and networking activities for fellows. • Support longitudinal tracking and continued engagement with fellowship program alumni.

15% - Competitions and HR Support • Support the timely, transparent and equitable implementation of competitive fellow selection processes. • Support fellowship application, review, and reporting processes in Sea Grant’s online submission portal, eSeaGrant. • Support processes for hiring selected fellows into UW’s HR & payroll system. • Support annual new fellow training and orientation.

20% - Program Administration & Other Duties • Monitor overall program progress against stated goals and timeline, ensure cross-program alignment, and coordinate with other WSG activities. • Work with supervisor and other WSG staff on program administration functions such as reporting, budget tracking, and expense planning. • Engage in internal equity, inclusion and accessibility teams to further organizational goals as laid out in WSG’s DEI 10-year Road Map. • Provide occasional support for other WSG programs, such as staffing outreach events, special events planning, hiring committees, etc. • Engage in activities with the National Sea Grant Network (e.g. regional and national fellowship coordinator work groups, the Diversity Equity, Inclusion, Justice and Accessibility (DEIJA) Community of Practice, Sea Grant Week, etc.) • Individual professional development: take advantage of the many available opportunities to pursue your professional interests, goals and curiosity through participation in classes, trainings, workshops, conferences, summer staff retreats, communities of practice, professional societies, etc.

MINIMUM REQUIREMENTS

Master's degree in a field of study that demonstrates knowledge in marine or environmental sciences, coastal or natural resource management, environmental policy, public administration or a closely related field that gives the candidate a firm basis in the physical, life, or engineering sciences or with policy/administration AND minimum two years of relevant experience related to building community resilience - planning, coastal management, community engagement or hazards science.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

• Technical knowledge in areas of coastal resilience, such as coastal hazards or environmental science, permitting, planning, policy or management. • Experience with mentorship relationships and peer or employee supervision or coaching. • Demonstrated skills and commitment to relationship building, teamwork, and community engagement. • Excellent communication skills. • Demonstrated ability to communicate effectively with a variety of constituencies. • Demonstrated commitment to diversity, equity, and inclusion (e.g. through continuous development, modeling inclusive behaviors, proactively managing bias, etc.)

DESIRED QUALIFICATIONS

• Experience developing new programs through effective internal and external coordination. • Familiarity with Washington-based programs, regulations and activities relevant to coastal resilience planning such as: Shoreline Master Programs, Hazard Mitigation Plans, adaptation planning and community engagement practices, resilience project development, coastal resilience networks or communities of practice. • Experience in tribal engagement, familiarity with tribal treaty rights, cultural competency in providing effective services to tribal governments and tribal members. • Grant writing and/or grant management. • Experience with maintaining networks or communities of practice. • A commitment to ongoing professional growth, learning, and development. • Proficiency with Microsoft Office applications (examples: Word, Excel, PowerPoint), Google suite (docs, sheets, calendar, etc.), and Adobe products; familiarity with working on a Mac is a plus.

CONDITITONS OF EMPLOYMENT

Primary office location for the Resilience Fellowship Specialist will be situated either at the main Washington Sea Grant office on University of Washington’s Seattle campus, or elsewhere within western Washington as determined with input from the successful candidate. Work activities will occur at WSG offices, meeting facilities and other offsite locations throughout Western Washington. Workload demand requires periodic evening and weekend hours and ability to travel to meeting locations across the region. This job requires frequent sitting. Must be able to conduct business in English, though fluency in other languages is welcomed. We are currently working in a hybrid work model with staff working from home in addition to in-office time for collaboration, connection, and celebration. The expectation is that this position would work in the office a minimum of 2-3 days per week. For remote and hybrid work, employees must maintain a workspace with an internet connection where they can reliably perform work during scheduled work hours.
