At ADV, our company values are Integrity, Distinction, Experience and Achievement.The Port of Seattle's Maritime Division is responsible for the delivery of capital projects for Waterfront functions of the Port, including properties licensed to the Northwest Seaport Alliance (NWSA), and those managed by the Port's Maritime and Economic Development Divisions.The Maritime Division desires to bring in outside expertise in the form of an External Review Panel (ERP) to assess the organizational structure, capacity, and systems to efficiently deliver this larger capital program like the Executive Review Panel that independently reviewed costs and schedules associated with the new International Arrivals Facility (IAF) in 2018 and subsequently reviewed the Port of Seattle's readiness for an expanded capital improvement program. This effort will look at both the Waterfront Project Management Department itself as well as the supporting departments throughout the Port and the NWSA.We are seeking a Project Consultant who can manage the process improvement life cycle of this important initiative. An Internal Steering Committee (ISC) will provide oversight and direction as needed to the Project Consultant. It is important for the External Review Panel to evaluate Waterfront Project Delivery from an independent view in order to provide the ISC with objective assessments and recommendations so that the Commission and the public can have trust in the delivery and management of these important projects and programs that benefit the entire region.Location is at the Maritime Division of the Seattle Ports Authority (2711 Alaskan Way, Seattle, WA 98121). This is NOT a virtual office role, required onsite at client.Primary duties are but not limited to:Communications Planning and Facilitation;Develop Communication Plans that describe the interaction between the External Review Panel and the Internal Steering Committee and Port of Seattle staff to facilitate engagement, share recommendations and collect stakeholder input.Facilitate meetings between these groupsReport Writing, Presentation Preparation, Implementation Planning, and Reporting;Provide two (2) draft summary reports and slide sets that describe reviewed materials, methodology, analysis, significant findings, and recommendationsIncorporate comments from stakeholders and provide two (2) final summary reports and slide sets that will be used by ERP to brief Internal Steering Committee on analysis, findings and recommendationsDevelop implementation and monitoring plans that include progress reporting over several yearsProvide close out report and supporting PowerPoint (.ppt) slidesRequired QualificationsBachelor's degree preferred in construction management architecture, engineering, business, planning. Active PMP (Project Management Professional) certification desired.8-10 years professional experience coupled with 3+ years managing similar efforts.Seasoned experience facilitating meetings using an agile methodology by breaking large development projects into smaller pieces that can be completed in short timeframes.Ability to clearly communicate both verbally and in writing to various audiences of both technical and non-technical staff. Additionally, skilled in effectively influencing audiences to enhance collaboration and gain buy-in, as needed.Strongly desired: deep knowledge of the ports/transportation industry development and understand cost estimates, schedules, policies and projections involved with t
