UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. Maintenance & Construction (M&C) is responsible for general maintenance, repair, and renovations of all University of Washington (UW) main campus facilities including building interiors, exteriors, and grounds, as well as logistics, moving, and disposal of surplus equipment and furniture.

We have an outstanding opportunity for a Surplus Receiving & Warehouse Operations Program Support Supervisor II . Under the direction of the Program Operations Manager for Moving & Surplus, this position will oversee the day-to-day operations and related functions of Surplus receiving and warehouse operations. This position will supervise and direct the work of program staff and be responsible for deliverables in the areas of program administration and program operations.

The person in this position must be independent and experienced with front-line customer service support via email, phone, and in-person visits and highly skilled at interfacing with and assisting the campus community and general public. The ability to problem-solve, initiate and implement process improvements, and thrive in an environment with many moving parts are strong attributes for this position.

Primary Duties and Responsibilities

Supervise and direct work of Program Coordinators and Hourly and Student staff assigned to the Surplus warehouse operations unit. Plan, schedule, coordinate, and direct daily responsibilities of staff. Assign overtime, monitor timecards, and administer payroll/personnel documents.

Establish and maintain performance standards for approximately three (3) direct reports. Responsibilities include: hiring, evaluating, training, performance management, and grievance resolution. Recommend and implement corrective action in accordance with bargaining unit contracts. Train, evaluate, and remediate job performance by utilizing on site and on the job training.

Oversee the processing of Surplus Property request forms, ensuring compliance with State of Washington WACs and RCWs, and University rules and regulations. Devise and implement new procedures and exercise independent judgement in receipt and disposal of University of Washington surplus property. Train and educate staff on receiving practices and appropriate disposal methods for surplused property.

Advise the campus community regarding the policies and procedures for disposing of excess University property and recommend alternatives as necessary. Perform on-site evaluations of property to be surplused and determine best method for disposal and/or best method of sale.

Supervise the receiving of surplused property. Load, unload, move, and distribute furniture, equipment, and materials. Receive, disposition and organize property. Inspect property for condition, quantity, and type against shipping documents and resolve any associated discrepancies. Maintain accurate records of property inventory and ensure proper tagging. Coordinate the disposal and shipment of unsellable property, including that which requires special disposal. Schedule recycle pickups as needed.

Identify hazardous and regulated materials, such as asbestos, lead, sharps, chemicals, biohazards, mercury, radioactive materials, PCBs, following proper guidelines. Follow handling and disposal guidelines; submit inquires and disposal requests to EH&S. Respond to, investigate, and follow up with incidents involving hazardous materials. Ensure all cleaning and decontamination procedures are completed prior to accepting property. Advise clients of inventory updates and changes, materials requiring special handling, and/or materials that are unacceptable and cannot be received.

Oversee the day-to-day operations of the Surplus warehouse, ensuring efficient use of space and proper placement of property. Maintain and organize the warehouse to optimize space utilization for current and incoming surplus property. Recommend facility improvements as needed. Lead efforts to maintain cleanliness and safety within the facility, including overseeing the sustainment of areas such as loading docks, dock bays, and the dumpster area. Ensure that all property is stored correctly, kept in good condition, and handled according to safety standards.

Develop and implement timelines and work priorities for surplus property online auctions. Sort and prepare inventory for online timed auctions. Oversee the preparation and accuracy of auction listings and postings, ensuring proper representation of all items. Oversee the creation and distribution of web postings and social media announcements related to auctions. Conduct market research for specialized property to determine accurate appraisals, sales prices, and auction reserves. Monitor and adjust auction strategies based on market trends and performance metrics.

Oversee and prepare physical inventories of auction inventory. Perform yearly and random audits; reconcile inventory discrepancies and prepare inventory discrepancy reports. Ensure accountability of equipment and inventory control.

Identify intervention strategies and necessary policy and program improvements. Annually review and update written policies and procedures to ensure they reflect current processes and standards and contain sufficient information to allow other employees to perform key tasks.

Provide direction and assign work of Moving staff assigned to work in the warehouse. Provide ongoing performance feedback to appropriate supervisor or manager.

Participate in organizational, division, unit, and workgroup programs to improve processes and programs and to ensure organizational efficiencies and desired outcomes are met and program goals are reached. Assist in developing goals and objectives; determine timelines and work with the teams to ensure deadlines are met; assist in development and analysis of performance measurements.

Assist in the development of multiyear financial plans including both program revenues and expenses. Forecast market changes affecting program performance and ensure incorporation into organizational financial plans. Prepare statistical reports. Make recommendations and implement plans for revenue generation and cost savings. Prepare monthly, quarterly, annual sales reports and performance metrics.

Investigate workplace accidents/incidents and ensure adherence to safety standards and safe workplace practices. Actively improve, promote, and monitor work area safety. Schedule and document staff safety training with initial safety orientation. Ensure required safety training is current and complete. Plan, coordinate, and implement training as required.

Plan, review, and purchase equipment, tools, supplies and materials that improve the efficiency of the staff and daily operations. Coordinate maintenance and repair of equipment.

Safely operate and oversee the safe operation of material handling equipment, including forklifts, used in receiving and retail areas within the store and warehouse and to load and unload property.

Respond to:

• General requests for program or operational information. • Requests for information/action from other campus departments. • Complaints from customers and staff.

Provide coverage for operational continuity which includes coverage for other supervisors and Surplus Program Coordinators.

Other Duties:

Assume higher level duties as Program Operations Manager in their absence. Be proficient in use of in-house database program. Perform related duties as required.

Requirements include:

• High school graduation or equivalent AND three years’ experience with warehouse operations/retail operations/materials management/inventory management OR equivalent education/experience.

Additional Requirements include:

• Physical ability to work with heavy equipment and materials. • Ability to be flexible and adaptable in a fast-paced team environment, able to handle changing priorities and contribute to team success. • Ability to independently organize and manage multiple tasks, projects, and daily priorities. • Demonstrated proficiency with personal computing environment, Microsoft Office Suite, proprietary databases, web-based tools, and other proprietary software products or willingness to learn/use computers and related software. • Ability and willingness to learn/operate a forklift

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Conditions of Employment:

• Standard work schedule, Monday - Friday, 7:00am to 4:00pm. Flexibility of schedule is required to meet operational needs. • Ability to lift and move heavy materials is required. Lift, push or pull 0-50 pounds unassisted and lift, push or pull 50-100+ pounds with assistance. • Work requires walking, lifting, reaching (overhead/extension), grasping/handling, bending, kneeling, sitting, stooping (bend at waist), twisting (waist/neck) and standing for long periods of time. • Work is normally performed in an interior warehouse environment and an interior office environment. However, program management may include outdoor work with exposure to the elements and variable weather conditions. • Substantial footwear is required and must be provided by the employee. • Must be able to work in a non-smoking environment. • Regular and predictable attendance is required.
