The Department of Psychiatry and Behavioral Sciences (PBSCI) within the UW School of Medicine is the third largest clinical department with 285 full-time faculty members, 280 clinical faculty members, and over 300 staff. Department faculty provide clinical services in 5 hospitals, 14 primary care locations, and several outpatient sites in addition to telepsychiatry consultations to more than 150 clinics in Washington and beyond. As the only academic psychiatry department serving the five state WWAMI region (Washington, Wyoming, Alaska, Montana, Idaho), the Department’s highly competitive residency training program is largely responsible for developing the mental health workforce in the Pacific Northwest. The Department’s robust research portfolio totals $35 million in grants and contracts per year for projects ranging from clinical neurosciences to treatment development to health policy and population health. The Department is recognized as an international leader in developing, testing, and implementing Collaborative Care, an integrated care model increasingly seen as a solution for population-based mental health care. The Addictions, Drug & Alcohol Institute (ADAI) was established by the University of Washington in 1973 and exists to advance research, policy, and practice in order to improve the lives of individuals and communities affected by alcohol and drug use and addictions.
The Department of Psychiatry and Behavioral Sciences is recruiting for a Program Operations Specialist. POSITION PURPOSE
This position works on the Community Drug Checking to Prevent Overdose Project. The goal of the project is to document details about the illicit drug supply in Washington State to inform individual and public health actions to prevent overdose and death. Drug checking best practice combines use of both Fourier-transform infrared spectroscopy (FTIR) and fentanyl test strips to allow for fast, simple, real-time qualitative analysis of drugs for the presence of fentanyl, other drugs, adulterants, and contaminants. ADAI will collaborate with six syringe service programs (or other harm reduction settings such as street outreach programs or supportive housing programs that serve people who use drugs) to provide onsite drug testing, confirmed by forensic laboratory testing.
Position Complexities: The Program Operations Specialist will oversee planning, implementation, and monitoring of all project activities; coordinate communication across project sites; develop systems for collecting, analyzing, and reporting testing results to multiple stakeholders; and collaborate on parallel evaluation efforts and longitudinal research on substance use and service utilization.
DUTIES AND RESPONSIBILITIES
Coordinate with Drug Checking Advisory Group(s) that include people with lived/living experience of drug use to support implementation and integration of project data into other public health and epidemiology systems (5%)
Maintain oversight of multiple drug checking sites to ensure that all contractual requirements and expectations are met. Conduct monthly meetings and in person site visits as needed (30%)
Oversee procurement of drug checking technology and related supplies (5%)
Develop comprehensive drug checking operational guidelines based on best practice and ensure appropriate utilization of protocols at each site.
Coordinate protocols with established national experts on drug checking (10%)
Develop a training strategy and materials for drug checking technicians, oversee training, and provide ongoing technical assistance and training for technicians as needed. External technical assistance will be made available as needed to support this position (20%)
With the Principal Investigator and other current ADAI staff, develop procedures and materials, including an online data dashboard, to collect, monitor and report drug checking and promptly disseminate public health alerts. (10%)
Work with the Principal Investigator and a research support team to implement an anonymous, longitudinal utilization study among drug checking participants including support for recruitment, study coordination, protocol adherence, data collection, analysis, and reporting across all project sites. Additional data gathering and research activities may build upon the project activities (5%)
Communicate regularly with ADAI Principal Investigator, DBHR Project Director, and community partners on project progress and challenges (5%)
Monitor multiple subcontracts including deliverables, invoicing, and reporting (5%)
Prepare and submit timely project reports to DBHR Project Director (5%) MINIMUM QUALIFICATIONS Bachelor’s Degree in Public Health, Social Work, or Related Field.Two years work related experience. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS
Experience working with people who use drugs and/or in multidisciplinary teams in social services, health care, or public health.
Knowledge of harm reduction principles, substance use, and related issues of homelessness, mental illness, poverty, and social determinants of health.
Comfort working with people who use drugs and using non-stigmatizing language.
Ability to establish and nurture collaborative relationships across disciplines, including harm reduction, public health, public safety, social services, health services, and researchers.
Excellent oral and interpersonal communication skills.
Knowledge of software applications, to include Outlook, Office 365, and REDCap. DESIRED QUALIFICATIONS
Experience working in research projects.
Experience working as a Drug Checking Technician or using drug checking technologies as a harm reduction tool.
Knowledge of illicit drugs and drug markets, drug use practices, and harm reduction strategies to promote safer drug use.
Ability to communicate technical subjects effectively with non-technical community members.
Demonstrated effectiveness in managing multiple priorities and programs within a highly complex and fast-paced organization.
