Summary This position is located in Health Informatics & Information Management Service line at the VA Medical Center in Seattle, WA. The Program Analyst has primary oversight for the internet/intranet systems and is an expert and manager for internet/intranet product development. Plans, organizes, and leads projects that require highly technical effective work organization, and superior customer service skills. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Major duties include, but are not limited to. Works with clients and customers on web base design and support of Share Portals. This includes the general public, individuals who work in the agency, other agencies, or organizations outside the Government. Deals effectively with all levels of management and users to provide leadership in the development of dissemination methods that meet the needs of customers. Plans, organizes, and leads projects that require highly technical, effective work organization, and superior customer service skills. Possesses in-depth knowledge of program analysis and web systems methodology used to develop an environment that includes approaches, standards, procedures and guidelines for the on-going improvement of web products and their integration into the agency Electronic Information dissemination program. Provides insight into agency "best practices" for web and electronic information product development based on research and analysis of these practices in and out of government. Analyzes user needs to implement web content, performance and capacity. Possesses in-depth knowledge of program analysis and web systems methodology used to develop an environment that includes approaches, standards, procedures, and guidelines for on-going improvement of web products and integration into agency electronic information dissemination program. Coordinates with agency Web Ops for the hosting and maintenance internet, intranet, and share point sites. Serves as technical liaison between the health care system and the Office of Information and Technology (OI&T) to ensure systems capabilities meet the business needs of the organization. Performs other duties assigned as related to the position. Qualifications SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to the next lower grade level in Federal Service. Specialized experience is experience and in-depth knowledge of program analysis and web systems methodology used for on-going improvement of web products and electronic information dissemination including web and share-point design; collaborating with departments/organizations in developing and utilizing IT and procedures that impact on patient care; utilizing various data architectural platforms to enhance clinical information systems; performs skilled fact-finding, data extraction and analytics for evaluation of clinical intervention and programs; and synthesize findings from analyses to generate reports for stakeholders; experience with electronic health care record databases, population health, benchmarking, database management systems, and advanced software applications OR SUBSTITUTION OF EDUCATION: Successful completion a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Typically, the employee sits comfortably to do the work. May involve walking to various parts of the healthcare system and travel to satellite clinics; standing; bending; carrying of light items such as papers, books, light office equipment and materials; or driving an automobile, etc. between the Seattle and American Lake divisions. No special physical demands are required to perform the work. Work is performed in a typical office setting with occasional visits to areas within the service as well as throughout the healthcare system. Work area is adequately lighted, heated and climate controlled. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position. Typically, the work is hazard-free, not requiring any special equipment or clothing.
