Job Summary The Learning and Development Specialist, Sr is specific to the Organizational Development and Learning team (OD & L), supports CareOregon's strategic initiatives to maximize our workforce learning through advanced eLearning, course design, facilitation, and solutions incorporating adult learning theory. The learning specialist designs and facilitates meaningful learning opportunities across the organization to fill employee and leadership skill gaps. A key part of the role is partnering with department subject matter experts or training roles to enhance department learning and methodology keeping organizational continuity. This role functions in all key areas of the team with broad expertise and ability to advise in other areas such as on structure in Learning Management System, Organizational Development, or Instructional Design. Essential Responsibilities Learning and Development Collaborate with OD & L team, leaders, and training roles across departments to complete a needs and gap analysis. Create and facilitate organizational learning, eLearning, and customized programs in support of strategic initiatives, career development, capability gaps, and individual development across the organization. Design, plan, and facilitate learning solutions for employees, leaders, and executive team using instructional design methods and adult learning theory-based delivery strategies in support of individual development and compliance to laws, policies, and contracts. Consult and partner with learning roles in departments and subject matter experts to create visual, audio, and interactive learning opportunities and resources that advance course desired outcomes and advance learning. Review existing, purchased, and available content, making a collaborative determination to ensure the right development, in the right format, for the right groups, at the right time. Ensure organization wide courses align with mission, vision, values, and support advancing equity, diversity, inclusion, and sense of belonging in the organization. Evaluate effectiveness of learning program design and outcomes. Demonstrate ability to link learning to strategy and business decisions; utilize return on investment to create value for learning opportunities. Function as liaison between CareOregon and outside vendors/suppliers as needed to develop, implement, or deliver learning resources. Maintain records of learning programs, monitor effectiveness of programs, and employee progress in Learning Management System. Partner in Learning Management System troubleshooting, assignments and tracking, Organizational Development initiatives, professional/career development planning and program management.
