Harborview Medical Center has an outstanding opportunity for a Grants & Contracts Manager to work in support of its primary care clinics and select specialty services. Under general direction of the [Assistant Administrator of Behavioral Health and Primary Care and in collaboration with clinic and program managers, the Grants & Contracts Manager is responsible for grants and contracts (pre- and- post-award) administration and oversight of associated financial compliance. This position is designed to be non-supervisory in nature to provide oversight of grants and contracts in the Primary Care Programs.

  • Day Shift M-F PRIMARY RESPONSIBILITIES

  • Develop, manage, and coordinate all aspects of grant funding (including federal, state, and county) for the Madison Clinic and other primary clinics (and select specialty services).

  • Identify new funding streams and serve as lead on proposal development to support the growth and sustainability of the Madison Clinic and other primary care clinics.

  • Prioritize fiscal responsibility and ensure institutional and extramural support are properly leveraged to maximize the impact of all funding sources. .

  • Manage relationships with clinic and program management, hospital leadership, community stakeholders, local and state health jurisdictions, and federal funders.

  • Develop and take ownership of processes for managing contract budgets, tracking progress on deliverables, coordinating grant reporting, and ensuring all deadlines are met on time.

  • Partner with clinic managers to ensure provider and staff FTE are properly distributed across all budgets and ensure grant work tags and allocations stay up to date.

  • Serve as a subject matter expert on federal grant requirements to ensure compliance on all grant- and contract-funded programs and develop policies and procedures to address compliance concerns.

  • Maintain a baseline knowledge of clinic operations and priorities at grant- and contract-funded clinics to effectively advocate for and speak on behalf of funded programs. REQUIRED POSITION QUALIFICATIONS

  • Bachelor’s degree in administration, finance, accounting, social services, or public health AND at least four (4) years of full-time grants experience with an emphasis on fiscal management. An equivalent combination of education and experience will be considered.

  • At least two (2) years of experience in program coordination, preferably in a public health or health care setting.

  • Excellent writing and communication skills. Candidates may be asked for a technical writing sample.

  • Fluency in Microsoft Office programs, particularly in Excel.

  • Strong analytical skills and ability to analyze and report clinical outcomes and participate in CQI Initiatives.

  • Experience participating in state and federal audits concerning grants.

  • Demonstrated basic understanding of position skill requirements related to tasks, knowledge, and abilities.
