EDUCATION/EXPERIENCE:PREFERRED: Bachelor of Science in Accounting or Business Administration and three or more years of "hands on" experience in Grant & Contract. Experience in Grant, and Contract billing is crucial. Experience with Non-Profit accounting (Fund or Grant Management) is a plus. Knowledge of Office of Management and Budget (OMB) Uniform Guidance is vital.B. REQUIRED SKILLS:Accounting: Possess a general understanding of GAAP (Generally Accepted Accounting Principles) and FASB Standards pertinent to The Salvation Army.Computer: Expert Knowledge in Excel and word, Proficiency in other computer skills including (Outlook).Organization: The ability to address multiple projects in a time sensitive manner with little supervision and meet deadlines. The ability to work and interact with collaborators and partners including staff, government, and other funders in a positive manner.Professional: The ability to present oneself in a professional manner and maintain confidentiality and sensitivity in relation to information and documentation.Personal: The ability to prioritize wide-ranging workload and work independently with attention to details and accuracy in all work.SUMMARY OF RESPONSIBILITIESThis position is part of the Finance department in the Accounting/GL Team under the supervision of the Controller. The Grant & Contract Billing accountant is responsible for all Grants and contract billing for both the Northwest & Alaska Divisions. This position will be an integral part of developing and maintaining accounting principles, practices, and procedures to ensure that Grant/Contract dollars are managed and spent in compliance with the intent of the award.This position addresses tight deadlines and a multitude of accounting activities relating to grant and contract billing including general ledger review, financial reporting related to the grants/contracts, year-end audit preparation for the Schedule of Federal Awards, and the support of budget and forecast activities as it relates to grant applications and existing grants/contracts. This position will work closely with Finance, program staff, corps officers Social service director or Budget compliance manager and the Grant Writers.This position requires limited travel to the different Corps/units required for meetings, events, trainings and to work with Corp Officers in the fields with new Grant/contracts or renewal of existing.DEFINITION OF RESPONSIBILITIESThe Grant and Contract Billing Accountant's responsibilities include but are not limited to the following:Responsible for the accuracy and timeliness of government billings and follow up with the collection of the receivablesPrepare and review grant billings invoices to receive grant reimbursement .Responsible for the development and implementation of cost tracking systems, including maintaining information for grant mandated expenditure tracking.Assures the Division meets fiscal reporting requirements for all agency grants and requirements. Work with program directors to ensure all reports.Submit timely monthly and quarterly billings according to contract requirements using financial detail from accounting records.Serve as the liaison with funders regarding billing issues and participate in funder site and monitoring visits.Knowledge of all terms and conditions of each funding contract.Maintain contract files with documentation in accordance with fun
