Summary This position is in Region 10 (R10), Air & Radiation Division, Air Planning & State/Tribal Coordination Branch. About Region 10: Region 10 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Coordinate the work of project officers that manage the air grants in Air & Radiation Division (ARD) to accomplish the annual effort to award ARD's grant funding each fiscal year. Serve as liaison with R10's Grants Office for policy and fiscal concerns related to all air grants. Be responsible for the annual request for proposals for Tribal Clean Air Act grants in Region 10 and is involved in the task of recommending allocation of the Tribal air grant funds and explaining these decisions to Project Officers (PO)s, management and to Tribes. Handle a large grants workload with responsibilities of 10 to 20 Tribal air and other grants, including performance partnership grants (PPG), Clean Air Act (CAA) 103 and 105 and other grants. Support Tribes and collaborate with partners to protect air quality from local sources of air pollution including wood smoke, solid waste burning, diesel emissions, road dust and indoor air quality. Communicate and collaborate with Tribes and partners to support the Tribal air program. You will spend more than 50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. This position is designated as Moderate Risk and requires a background investigation. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-12 level defined as drafting, reviewing and/or executing grants that pertain to environmental programs for federal, state, local and/or tribal agencies. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of managing grants through the various stages. Skill in designing and/or structuring an air grants program. Skill in coordinating the work of a team. Knowledge of Sections 103 & 105 of the Clean Air Act (CAA). Skill in oral communication. Skill in written communication. Skill in coordinating air quality work with Tribes. Ability to work with Tribal officials on implementing environmental regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
