Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates into in the competitive service. About the Position: Assists Operations Division/engineering staff in the development of complex preliminary and final designs for structural engineering features of navigation and flood risk management, recreation projects, and/or civil works projects (barracks, maintenance shops, training center, etc.). Responsibilities From information in the form of sketches, notes, or verbal instructions from engineers, assembles and integrates pertinent information into the work assignment. Prepares structural layouts in preliminary or final form utilizing analytical information prepared either by self or by others. Develops advanced 3-dimensional models of structural features using CADD and/or BIM software and assists others in using these models for plan presentation and dredged volume calculations. Responsible for the coordination, direction, control, and accomplishment of quality standards for development of engineering projects and plans using current Corps of Engineers CADD, GIS and/or BIM standards and procedures. Determines the adequacy of selected items of design to satisfy significantly complex tasks. Develops complete drawings of intricate and complex structural items of reinforced concrete, steel, wood, gravity structures, foundation systems rubble mound breakwaters, navigation channels and the like to satisfy project needs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications for GS-09: Specialized Experience: One year of specialized experience which includes utilizing an electronic document management system to catalog, file, and organize engineering documents; AND using Computer-Aided Design and Drafting (CADD) systems to create and update drawings of equipment and facilities in an industrial setting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Minimum Qualifications for GS-10: Specialized Experience: One year of specialized experience which includes utilizing Computer Aided Design and Drafting (CADD) and 3D modeling to develop detailed models and contract drawings of complex structures or machinery for multiple engineering disciplines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Minimum Qualifications for GS-11: Specialized Experience: One year of specialized experience which includes experience developing ADVANCED 3D models, design drawings and detailed layouts in multiple platforms; AND mentoring/training other technicians or engineers in applying CADD and/or Building Information Modeling (BIM) principles. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. The following incentives may be authorized: Student Loan Repayment, Advanced In-hire, Relocation Incentive, Recruitment Incentive or Advanced Leave Accrual. Eligible for situational telework only, including emergency and OPM prescribed "unscheduled". May be selected at any grade level announced with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.
