Port of Seattle Director, Central Procurement Office in Seattle, Washington

Some of what you'll be doing:

As the Director of the Central Procurement Office, you will provide leadership, strategy, and policy development and direction related to strategic sourcing of construction activities, consulting services, and purchasing of goods and services.

  • You will provide strategic leadership, direction, oversight, and advice to Executive Leadership and staff on procurement/contract management issues, risks, resolutions and policies.

  • You will set vision, recommend and adopt policies related to procurement and support the development of comprehensive training on procurement, public works construction contracting, contract administration, contract management policies, and programs. You will also recognize skills, identify knowledge gaps, create an environment to foster professional growth, and perform all aspects of supervision.

  • You will manage comprehensive training for a variety of personnel, including executives, professional staff, administrative staff, other public bodies (WSDOT, Sound Transit, Cities, Counties, etc.), and participate in outreach to consultant and construction community, community-based organizations, small business, and MWBE, DBE community.

  • You will prepare and present briefings and make recommendations to the Commission and subcommittees, and the Executive Team. You will also work collaboratively to develop, implement, and operationalize Port resolutions, such as Diversity in Contracting, quality jobs, and prevailing wage.

  • You will provide leadership and oversight to the team involved in implementing changes, process improvement recommendations, and innovations based on Port’s strategic plans and goals, Port values, divisional initiatives/goals, and commitment to EDI, including programs related to MWBE, DBE & SBE commitments. You will also champion cross functional process improvement activities with our customers and business partners.

  • You will minimize audit risk, maintain the integrity of the procurement processes, and provide leadership interpreting/applying state, federal laws and regulations, Port policies, and Commission resolutions to ensure compliance.

  • You will lead development of policies, strategies, and tactics for continuity of service during emergencies. You will have significant delegated authority to execute emergency recovery contracts in support of the Port’s business and continuity of operations.

  • You will provide strategic oversight, direction, and support in the development and use of data, metrics, and CPO systems. You will also oversee the development and provision of financial reporting data to aid in tracking spending and managing socioeconomic interests.

  • You will report to the Deputy Executive Director, have 5 direct reports and approximately 58 employees in your department.

Who you are:

  • Experienced – You have eight (8) years of experience in procurement, grants, and/or contracting including alternative public works construction contracts, data analytics, and/or strategic planning and four (4) years of experience supervising staff and managing a function in procurement, data analytics and/or strategic planning.

  • Desired – We hope you have Bachelor Degree in business administration or public administration and/or Professional certifications from the National Institute of Government Procurement (NIGP).

What else you need to know:

  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.

  • Work Environment – You will primarily work in an office environment and will be supervising employees in different locations.

  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.

  • Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
