In 2020, the Bill & Melinda Gates Foundation announced the creation of a new division, Gender Equality (GE), driven by our determined leadership and partnership to accelerate progress for women and girls globally.

The past two years have seen an unprecedented confluence of energy on this issue, and we have a greater understanding than ever before on the centrality of gender to all development outcomes embodied in the Sustainable Development Goals (SDGs). Created to capitalize on the belief that we are at a pivotal point in history for gender equality, the division is comprised of the Gender Equality Office of the President team, Women’s Economic Empowerment program team, and Gender Equality program advocacy and communications team. This new division signals our intent to fully maximize our voice and our co-chair’s commitment to accelerate impact under the leadership of a dedicated Gender Equality President. Additionally, we will continue our broader gender integration agenda, working with and across all global program teams to ensure gender is being incorporated in an intentional way to increase impact.

Position Summary

Since 2016, the foundation’s gender mainstreaming work has focused on gender integration, specifically the application of a gender lens to accelerate progress toward sectoral goals. Building on a rich history in this space, the GE team has developed a customized approach, with action-based learning at its heart, and a set of service and product offerings tailored for internal program strategy teams (PSTs). Through deep technical partnerships, we support PSTs to develop gender-intentional strategies and target specific gender gaps through catalytic investments and well-tracked results.

We seek a Deputy Director, Gender Integration to play a leadership role leading and shaping the strategy and execution of the foundation’s Gender Integration portfolio. You will guide team members in the management of the foundation’s Gender Integration model of service delivery inside the GE Division and across other divisions at the foundation and will be accountable for leading the team in the design and management of foundation investments (grants and contracts). As part of this responsibility, this role will manage relationships with grantees, contractors, and key partners to achieve the foundation's desired impact, provide project briefings and updates to foundation leadership, and represent the foundation in meetings with external stakeholders, as well as at conferences and workshops. lead activities related to portfolio management, division design, launch, and execution, and enablement of an effective division. This role has people management responsibilities and needs  an entrepreneurial-minded individual to execute the current state, while planning for sustainability.  

You will be expected to partner across the team in identifying interdependencies, communicating execution requirements, tracking progress, making decisions, identifying, and mitigating risks and resolving conflicts and/or issues. You will also partner with the Gender Equality program policy advocacy and communications team to turn gender integration insights into advocacy and communications opportunities to achieve our goals. This role builds positive relationships with internal partners, external partners, resource providers, and effectively interacts with senior-level audiences.  

Core Responsibilities

As Deputy Director, Gender Integration, you will be accountable for the quality delivery of the Gender Integration model and portfolio on. This includes:

  • Accountability for a portfolio strategy and execution which aims to unlock programmatic impact across the foundation through a robust and prioritized set of “service delivery” priorities; this includes the development and management of the strategy’s sustainability plan, leading a team of resources to operationalize the strategy, and continued tracking of progress and course-correcting to achieve desired impact goals

  • Lead partnerships with external partners/grantees to advance Gender Integration priorities working closely with one significant partner to enable them in support of achieving foundation goals and objectives

  • Collaborate across the Gender Equality Division, the Diversity, Equity, and Inclusion Center of Excellence (CoE), and the rest of the foundation to drive forward Gender Integration priorities.

  • In partnership with the Division’s Business Team, facilitate development of annual investment plans and budgets, develop, modify, and implement strategy under the leadership of the Director. Work with foundation leadership as requested to address cross-cutting issues and improve functions and performance.

  • Oversee gender integration monitoring, learning, and evaluation activities.

  • Responsible for the identification and assessment of key portfolio risks, and the crafting and management of mitigation/contingency plans at the portfolio level.

  • Advise, mentor, and support foundation colleagues and their grantees in the design, enhancement, and execution of Gender Integration priorities.

  • Serve as a foundation Gender Integration spokesperson internally to foundation Co-Chairs and leadership and externally to industry and global development partners, as and when relevant.

  • Design and execute key division-level strategy projects and development and articulation of program strategy; lead the preparation of materials for the annual planning process, strategy reviews, learning sessions, briefings, and submissions to GE President, CEO, and Co-Chairs. 

  • Serve as an active listener across the division to keep pulse on team health and effectiveness. 

  • Other specials projects as assigned

Additionally, we seek:

  • Deep technical understanding and application of gender analysis tools, gender equality program operational models, and how to apply these to program/project design with an impartial view of their efficacy and value.

  • Understanding of how to bring intersectional problem-solving approaches to strategies; working to lead with a diversity, equity, and inclusion mindset and application.

  • Proven capability to use data and evidence as a driving tool for gender integration and mainstreaming.

  • Clear communication skills. Ability to translate complex ideas into a coherent, absorbable synthesis across diverse audiences.

  • Proven ability to work with diverse partners across a highly matrixed work environment. Excellent partnership building and management skills and judgement. Ability to define connections across different teams and parlay those into key measures of progress.

  • Ability to create a plan and implement against established goals; results-oriented with an ability to prioritize and focus and get things done within a complex organizational structure.

  • Demonstrated initiative to solve unstructured problems with creativity, high energy, and a positive outlook.

  • A highly cultivated sense of resilience. Can accept and recover from setbacks, adapt well to change, and drive forward in the face of adversity.

  • Occasional travel both domestic and international travel (less than 5% of the time once travel is permitted).

  • Commitment to the foundation’s core values, mission and programs with an approach that is consistent with the foundation’s guiding principles while holding oneself to the highest ethical standards.

Education & Experience

  • Experience leading others in a direct reporting relationship and creating a coaching environment for people to test, learn, and grow 

  • Expertise in gender integration across program sectors, including domain knowledge on gender equality in at least one of the following areas: Agricultural Development, Financial Inclusion, Water, Sanitation and Hygiene, and/or Global Health.

  • Advanced degree with 10+ years of experience or equivalent work experience.
